Description
THIS IS A NOTICE OF INTENDED SOLE SOURCE AWARD. Mission Installation Contracting Command, Fort Sill, Oklahoma intends to award a SOLE SOURCE to Cameron University for the NCOA Paper Grading requirement for Fort Sill, Oklahoma. The award shall consist of the following: The contractor shall provide professional quality products and services which meet the approval of the Commandant, Deputy Commandant, and Chief of Training of the NCOA. Army Learning Concept 2015 requires NCOEs to produce research papers for grading for both the FA and ADA branches. The contractor shall grade papers on the same academic level as those personnel in Lower-Division Baccalaureate/Associate Degree and Upper-Division Baccalaureate Degree programs at a university. The grader shall provide one on one communication or face to face time to the cadre as needed. Grading requires a 48 hour turn around. With the amount of students that will graduate shortly after the papers are turned in for grading, the University shall be with-in a 5 mile radius to provide timely communication to the student before they graduate. Due to the turnaround time for grading and providing feedback to the cadre, Cameron University is the only accredited institution meeting this requirement. The North American Industry Classification System (NAICS) Code is 611310, size standard $7.00 M. This proposed contract action is for services for which the Government intends to solicit or negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirements or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within five (5) business days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
