Description
Notice of Contract Action. This is not a solicitation of offers. The Department of Veterans Affairs anticipates entering into a sole source acquisition for the services described in this notice. The proposed contractor is The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) 1401 ROCKVILLE PIKE STE 600, Rockville, MD 20852-1402 (DUNS: 144676566, CAGE: 0HC11). The authority for this action is 38 USC 8123 and 41 USC 253(c)(5) as implemented by FAR 6.302-5 Authorized or Required by Statute and VAAR 806.302-5(b)(1). The contractor shall provide services for the VA protocols "VA Study to Optimize the DEKA Arm," "Upper Limb Kinematics during Functional Activities: Impact of Prosthetic Use," and other related pilot studies associated with project number A67801. The principal location is Brooke Army Medical Center, Center for the Intrepid (BAMC/CFI)), San Antonio, Texas. This acquisition is part of the VA's ongoing research efforts in upper limb prosthesis and is a continuation of preceding efforts under VA241-P-1724. The services to be acquired are: services of Research Biomechanist and Research Assistant, associated clinical travel both of study subjects and staff and non-active duty subject stipend. All services shall conform to VA and Institutional Review Board (IRB) safety and security requirements and protocols. A base year and up to six month option extension is under consideration. All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. The NAICS is 541712; the PSC is AN63. This notice is current through FAC 2005-51. A decision not to compete this requirement is based upon this notice, the responses hereto and the Justification and Approval to be posted to this web site.
