Description
NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT FOR the Miniature Air Launched Decoy (MALD®) as a platform for Anti Jam - Precision Guided Munition Integration and Demonstration (AJ-PGM I&D) Program. This is a pre-solicitation synopsis which is not a request for competitive proposals. The Air Force Research Laboratory, Munitions Directorate (AFRL/RW), Contracting Division, Eglin AFB FL intends to award a Technology Investment Agreement, on the basis of less than full and open competition for this requirement to The Raytheon Company, Missile Systems Division, 1151 E. Hermans Rd, Tucson, AZ. AFRL is currently executing a Joint Capability Technology Demonstration (JCTD) Program that will demonstrate the ability to employ advanced AJ-PGM technologies in a long range scenario. The selected platform for this demonstration will integrate AFRL technologies in the nose and guidance sections of the vehicle. Due to the compressed 24 month schedule with an inert drop test taking place 18 months from the start of the effort, obtaining flight approval of a new vehicle through the AF SEEK EAGLE office is not feasible and poses a significant risk to the program. Therefore, this program was structured to utilize existing operational platforms that could be modified to accept a payload. Other considerations include long range operations, payload capacity, payload location, platform cost, and platform modification cost. Based on these considerations and a review of available production systems, the Miniature Air Launched Decoy (MALD®) vehicle was selected as the preferred demonstration platform in support of the AFRL in-flight Navigation and Control Technology demonstration for the AJ-PGM Program. The MALD® contract was competitively awarded with The Raytheon Company on 21 May 2003, using full and open competition procedures, however, the need to use the vehicle for an in-flight Navigation and Control Technology demonstration was not identified at the onset of the program. This agreement will support the AFRL/RWG, Advanced Guidance Division at Eglin AFB, FL. The recipient will be responsible for providing a comprehensive systems integration of AJ-PGM technologies furnished by AFRL with the MALD® vehicle and to support the AFRL test program including Hardware in the Loop (HWIL) testing and terminal guidance demonstrations via inert vehicle release flights. Tasks required under this agreement include hardware and software integration, software modifications of platform computer systems, development/modification of terminal guidance algorithms, system integration and environmental testing, and delivery of demonstration vehicles, hardware modification kits, technical data packages, and documentation to support flight approval. The Government intends to issue an award for these requirements on a Sole Source basis, based on the aforementioned requirements, as well as an assessment of technical and programmatic risk to the Government. Offerors who are capable of meeting the requirements stated above shall fully identify their interest and submit, in writing, information documenting their qualifications and capabilities to meet the requirements stated above within 15 days after publication of this synopsis. This documentation shall specify the offeror's area of expertise and experience. Responses received after 15 days or without the required information will be considered non-responsive to the synopsis, and will not be considered. Direct all questions pertaining to this acquisition to the contracting point of contacts listed in this announcement. Only one responsible source and no other supplies or services will satisfy agency requirements. All responsible sources may submit information, which shall be considered by the agency.
