- NAVSUP Fleet Logistics Center, San Diego Regional Contracting Department, IAW FAR Part 12, Commercial Items, intends to award a Sole Source Firm Fixed Price Contract to Virginia Tech (2000 KRAFT DR STE 1000, Blacksburg, VA 24060-6497) for the procurement of research and engineering on the Android operating system. This research will allow this operating system to be more resistant to malware, as part of a larger portfolio of tools to improve the ability for the US Navy and Department of Defense to use smart phone in both tactical and non-tactical scenarios supporting the overall defense mission. The development of this technology will necessarily involve the development of additional technology usable for computer forensics and cell phone exploitation capabilities. The Naval Postgraduate School (NPS) requires support for computer forensics research and development efforts. The overall goal is to create and distribute software and tools for securing Android phones and for examining processes and software installed on such devices. NPS has invited Dr. Charles Clancy at Virginia Tech University to assist with this research and engineering as Dr. Clancy has extensive experience in this area and is currently constructing a research program at the Naval Postgraduate School. Due to the increase of smart phones by USG employees in both official and personal capacities, the benefit that DOD adversaries can realize by planting malware on these devices. Although these exists some anti-virus and anti-malware technologies for smart phones, these are largely based on a śblack listing ť approach and do not address novel threats. The contractor shall provide support services as follows: 1) Status and financial reports that include man hours and tasks completed, delivered monthly. 2) Detailed technical reports supported by findings and evidence, delivered quarterly. 3) Information and Ad-Hoc technical discussions, delivered weekly. 4) Final program report, due on program completion. 5) Copies of technical papers submitted and published. 6) Copies of developed software submitted and published. 7) Program review meetings. The proposed contract action is for commercial services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their intent and capability to respond to the requirement by advising the Contract Specialist (see contact information below). This notice of intent is not a request for competitive proposals. However, any and all capable parties that can meet the requirement shall contact the Contract Specialist by 25 September 2011 and will be considered by the Government. A determination by the Government not to compete this proposed contract is based upon responses to this notice and is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The applicable NAICS code is 541712.
