Description
This proposed procurement is a continuation of an existing contractual agreementfor the following services and support: (a) Provide the ACEIT (Automated Cost Estimating Integrated Tools)suite. (b)Provide researchers and consultants to assist with the following ACEIT developmentareas: Training,collection of data, methodology development, cost and schedule research,and tool improvement.NASAs Headquarters Office of Independent Program and Cost Evaluation (IPCE ) inWashington, DC requires the ACEIT software application. ACEIT is a family of applicationsthat support program managers and cost/financial analysts during all phases of anyprogram's life-cycle. ACEIT contains the premier application tools (database, statisticalanalysis, knowledge libraries, model building, risk analysis, and more) forstoring/analyzing cost/technical data, developing cost/cost risk models, sharing, andreporting cost estimates. At the heart of ACEIT is a framework to build robust costmodels where key analysis tasks (learning, phasing, inflation, risk, reporting, anddocumentation) are automated. ACEIT brings structure and consistency to the cost and costrisk analysis modeling and estimating process. Tools to provide seamless integration withPRICE, SEER, MS Project, NAFCOM and MS Excel are included.The Government intends to solicit and negotiate on a sole source basis with TecoloteResearch, Inc. the sole proprietor of ACEIT software. NASA/HQ intends to award a fixed price Indefinite Delivery Indefinite Quantity (IDIQ)Contract for continued product and services for one year with four option years. Theauthority is FAR 6.302-1 (a) (2) (iii)(A) 'only one responsible source. The Government intends to acquire a commercial item using FAR Part 12. The DO rating is DO-C9. This synopsis shall not be construed as a commitment by theGovernment, nor will the Government pay for the information solicited. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing, by FAX or E-Mail, to the identified point of contact not later than2:00 p.m. local time on September 29,2011. Such capabilities/ qualifications will beevaluated solely for the purpose of determining whether or not to conduct thisprocurement on a competitive basis. A determination by the Government not to compete thisproposed effort on a full and open competition basis, based upon responses to thisnotice, is solely within the discretion of the government. NASA Clause 1852.215-84, OMBUDSMAN(OCTOBER 2003) (a) An ombudsman has been appointed to hear and facilitate the resolution ofconcerns from offerors, potential offerors, and contractors during the preaward andpostaward phases of this acquisition. When requested, the ombudsman will maintain strictconfidentiality as to the source of the concern. The existence of the ombudsman is not todiminish the authority of the contracting officer, the Source Evaluation Board, or theselection official. Further, the ombudsman does not participate in the evaluation ofproposals, the source selection process, or the adjudication of formal contract disputes.Therefore, before consulting with an ombudsman, interested parties must first addresstheir concerns, issues, disagreements, and/or recommendations to the contracting officerfor resolution. (b)) If resolution cannot be made by the contracting officer, interested parties maycontact the installation ombudsman. The current list of Center Ombudsman is available athttp://prod.nais.nasa.gov/pub/pub_library/Omb.html.Concerns, issues, disagreements,and recommendations which cannot be resolved at the installation may be referred to theNASA ombudsman, the Director of the Contract Management Division, at 202-358-0445,facsimile 202-358-3083. Please do not contact the ombudsman to request copies of thesolicitation, verify offer due date, or clarify technical requirements. Such inquiriesshall be directed to the Contracting Officer or as specified in this document.(End of clause)
