This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued.The solicitation number is W9124N0010077873 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. WSM Model 1662HT High Torque Grinder ? featuring a 16? diameter rotor assembly, 62? wide feed hopper, and hydraulic ram mechanism. Construction features include heavy welded steel frame and hopper, precision machined rotor with four way hardened steel cutter teeth and over-sized shaft and bearings, reversible hardened steel anvils, heavy-duty spherical roller bearings mounted in pillow block housings, 75 HP shaft mounted gear reducer with 75 HP drive motor (TEFC enclosure), ram feed mechanism with hydraulic cylinder, hydraulic power unit with 10 HP motor (TEFC enclosure), and fluid coupling for torque control., 1, EA; LI 002, 2. SIDE DISCHARGE BELT CONVEYOR. Side Discharge Belt Conveyor ? 18? x 120? O.A.L. belt conveyor in slider pan to discharge material from under grinder. Includes 1 HP integral gear reducer drive. Discharge onto secondary conveyor., 1, EA; LI 003, 3. MAGNETIC HEAD PULLEY. TO REMOVE FERROUS METAL REMOVAL., 1, EA; LI 004, CLEATED INCLINE SLIDER BELT CONVEYOR. Cleated Incline Slider Belt Conveyor ? 18? x 22.5? O.A.L. belt conveyor in slider pan at 45 degrees. Conveyor accepts material in stainless steel hopper from side discharge belt conveyor to provide an approx. 16? discharge height. Discharge leg set back 4?-7? for truck loading. Includes 1.5 HP gear reducer drive, steel frame and support legs. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, U.S. Army ACC ARCC WEST intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. U.S. Army ACC ARCC WEST is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. All items must be covered by the manufacturer's warranty. Bid MUST be good for 30 calendar days after close of Buy. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. Offeror must be registered in the Central Contractor Registration (CCR) database before an award can be made to them. If the offeror is not registered in the CCR, it may do so through the CCR website at http://www.ccr.gov. Delivery must be made within 30 days or less after receipt of order (ARO). The offeror must provide within its offer the number of days - not to exceed 30 - required to make delivery after it receives a purchase order from the buyer. No partial shipments are permitted unless specifically authorized at the time of award. (a) Pursuant to Department of Defense Instruction Number 2000.16, ?DoD Antiterrorism (AT) Standards,? dated October 2, 2006, each contractor employee requiring access to a Federally-controlled installation, facility and/or Federally-controlled information system(s) shall complete Level I AT Awareness Training on an annual basis and receive a certificate of completion. The training is accessible from any computer and is available at https://atlevel1.dtic.mil/at/. The contractor is responsible for ensuring that all applicable employees have completed antiterrorism awareness training and shall certify that their workforce has completed the training through the submission of completion certificate(s) to the Contracting Officer and the Contracting Officer?s Representative (if appointed) within five working days after contract award or prior to access to a Federally-controlled installation or information system. (b) In the event that the automated system at https://atlevel1.dtic.mil/at/ is not available (e.g., server problems), Level I AT Awareness Training can be provided by a qualified instructor. However, if the training is not completed online, the Level I AT Awareness Instructor qualification must be coordinated with the Installation Antiterrorism Officer (or Installation Security equivalent) and the resultant name(s) of approved instructors shall be provided the contracting officer or designee along with all associated cost or schedule impacts to the contract. (c) Antiterrorism performance (Level I AT Awareness Training attendance and compliance) may be documented as a performance metric under the resultant contract, and be part of past performance information in support of future source selections. (End of clause) 5152.233-4000AMC-LEVEL PROTEST PROGRAM (NOV 2008) (LOCAL CLAUSE) If you have complaints about this procurement, it is preferable that you first attempt to resolve those concerns with the responsible contracting officer. However, you can also protest to Headquarters, AMC. The HQ, AMC-Level Protest Program is intended to encourage interested parties to seek resolution of their concerns within AMC as an Alternative Dispute Resolution forum, rather than filing a protest with the Government Accountability Office or other external forum. Contract award or performance is suspended during the protest to the same extent, and within the same time periods, as if filed at the GAO. The AMC protest decision goal is to resolve protests within 20 working days from filing. To be timely, protests must be filed within the periods specified in FAR 33.103.
