Description
Spanish Specs English Specs Schedule of Material Submittals Drawings AF 3052 This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ) IAW Federal Acquisition Regulation (FAR) Parts 12 and 13. The reference number is F3N7A01244A001. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53 and DFARS change notice 20110819. In accordance with the Agreement of Defense and Cooperation between the Kingdom of Spain and the United States of America, any contract resulting from this notice/solicitation can only be entered into with companies authorized to carry out these activities in Spain under Spanish law. Companies must meet the requirements established by Spanish legistation for execution of Government works. In addition, in accordance with the Office of Defense Cooperation Policy Directive 400- 5 "(4) Spanish material, labor, and equipment must be used if permitted by the requirements of the contract specifications." All prospective eligible Contractors must be registered in the Central Contractor Registration (CCR) at www.ccr.gov in order to be eligible for award. Registration requires applicants to have DUNS number from Dunn & Bradstreet and a NATO CAGE Code from http://www.dlis.dla.mil/Forms/Form_AC135.asp. The NAICS code for this requirement is 488119, Airport runway maintenance services. The United States Government intends to award a Firm-Fixed-Price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price, technical capability and past performance considered. The Government intends to make award to the lowest priced technically acceptable offeror with acceptable past performance. This combined synopsis/solicitation is for the following: 0001 Runway Rubber Removal. The contractor shall provide the necessary tools, equipment, labor, materials, and transportation to complete project QUUG 12-1000 at Moron AB, Spain. For project details, see attached Drawings, Technical Provisions, Specifications, and Classifications. Period of Performance: 90 Calendar Days Classifications: Group O, Subgroup 2, Category d Liquidated Damages -- Construction (Sept 2000) (a) If the Contractor fails to complete the work within the time specified in the contract, the Contractor shall pay liquidated damages to the Government in the amount of €338.02 for the first day and €233.78 for each day thereafter for each calendar day of delay until the work is completed or accepted. (b) If the Government terminates the Contractor's right to proceed, liquidated damages will continue to accrue until the work is completed. These liquidated damages are in addition to excess costs of repurchase under the Termination clause. Notice to Offerors: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
