- Statement of Work for Headquarters Canine Program Kennel Painting Project 2011 Exterior and Interior Painting of Main Kennel, Isolation Kennel and Sidewalks 1. BACKGROUND: Headquarters Canine Program (HCP), under the direction of Office and Training Development (OTD), Customs and Border Protection (CBP), functions as a national resource and authority for canine related matters affecting CBP. In this capacity, HCP standardizes CBP Canine Program elements and furnishes certified training programs based upon international recognized standards through a rigorous training regimen provided by Canine Center El Paso (CCEP). 2. SCOPE: The contractor shall furnish all labor, material, permits, fees, equipment, supervision, transportation and all else necessary to perform the following scope of work for HCP, located at East Bliss (formerly known as Biggs Army Air Field, Fort Bliss, TX), Bldg. 11617 Old Ironsides Dr., El Paso, TX 79916. The scope of this effort generally includes preparing, priming, and painting all exterior and interior surfaces (floors and walls) of the existing Main Kennel (Building 11629) and the adjacent Isolation Kennel building (Building 11619) and the adjoining sidewalks in accordance with user specifications. The kennel building(s) are located on the grounds of the CCEP Training Facility, co-located with HCP, located at East Bliss (formerly known as Biggs Army Air Field, Fort Bliss, TX), Bldg. 11617 Old Ironsides Dr., El Paso, TX 79916. Work is to be performed during regular operating hours: Monday - Friday, 7:00 a.m. to 3:00 p.m. 3. APPLICABLE DOCUMENTS : All construction must comply with applicable building codes to include the International Building Code (IBC), state, local and federal for (Fort Bliss). 4. SPECIFIC TASKS: The contractor shall complete the following tasks as required to comply with this SOW: •4.1 Surface Preparation for Painting of Exterior and Interior Kennels (Floors and Walls) and Sidewalks Kennel Buildings (Exterior) -- Prep all exterior surfaces for painting. Walls should be scraped and sanded to create a bonding surface. Surfaces should be dry, clean and free of any dirt or foreign matter. Caulk joints and/or surfaces where dissimilar materials are joined. Extensive preparation (i.e.: bead/shot blasting, scraping, power wash, etc.) may be required. -- Stucco patch where necessary on stucco walls, and refill textured areas. -- Prime/Seal all exterior CMU block and concrete surfaces prior to paint application. Kennel Runs (Exterior) -- Prep all exterior kennel surfaces (to include drain channels) for painting. Walls should be scraped and sanded to create a bonding surface. Surfaces should be dry, clean and free of any dirt or foreign matter. Caulk joints and/or surfaces where dissimilar materials are joined. Extensive preparation (i.e.: bead/shot blasting, scraping, power wash, etc.) may be required. -- Stucco patch where necessary on stucco walls, and refill textured areas. -- Prime/Seal all exterior CMU block and concrete surfaces prior to paint application. Kennel Buildings (Interior) -- Prep interior room surfaces for painting. Surfaces should be dry, clean and free of any dirt or foreign matter. Caulk joints and/or surfaces where dissimilar materials are joined. -- Removal of existing epoxy coating as per specifications. Prime/seal all interior wall and floor surfaces prior to paint application. Primer must be applied in accordance with manufacturer's recommendations. Sidewalks ( Interior/Exterior) -- Prep/prime all exterior walkways and/or sidewalk surfaces and interior center walkway. Removal of existing epoxy coating as per specifications. •4.2 Paint Surfaces for Exterior and Interior Kennels (Floors and Walls) and Sidewalks Kennel Buildings (Exterior) -- Paint and texture exterior walls, to include front, rear, and side elevations with exception of individual kennel runs. Paint must be weather resistant, durable and resist sun fade. Texture should resemble that of an applied or "stucco" finish. Textured surface must be similar in appearance to that of adjacent kennel building. Kennel Runs (Exterior) -- Paint all exterior CMU block and concrete surfaces. Paint/Coating must be an epoxybased chemical resistant product applied in accordance with manufacturer's recommendations. -- Paint all exterior CMU block and concrete surfaces. Paint/Coating must be an epoxy based chemical resistant product applied in accordance with manufacturer's recommendations, which needs approval from COTR before it is applied. Paint application will be a min. of (2) coats. Kennel Buildings (Interior) -- Prime/seal all wall and floor surfaces prior to paint application. Primer must be an epoxy-based product applied in accordance with manufacturer's recommendations. Paint application will be a minimum of two (2) coats. -- Prime/paint remaining interior surfaces, to include all doors, frames, and exposed wood surfaces. Apply coating/paint to all interior CMU block and concrete surfaces prior to paint application. Paint/coating must be an epoxy-based chemical resistant product applied in accordance with manufacturer's recommendations, which needs approval from COTR before it is applied. Paint application will be a minimum of two (2) coats. Sidewalks ( Interior/Exterior) Paint/Texture interior walkway to prevent slippage. (A paint additive to provide texture is acceptable) Paint/Coating must be an epoxy-based chemical resistant product, which needs approval from COTR before it is applied. Paint application will be a min. of (2) coats. •4.3 SITE CLEAN-UP Kennel Buildings and Immediate Area Remove and properly dispose of all waste construction materials. (Primer, paints, etc.) Clean and remove excess primer/paint/caulking from wall and/or floor surfaces resulting from accidents or spillage. All utilized products (primer, paint, sealant and caulking) must be environmentally safe and completely non-toxic to humans and animals. Note: Approval of primer/sealer, paint, caulking materials prior to application is required. Equipment will not be cleaned in sinks or wash basins or drain systems at location. Workmanship and construction must adhere to established industry standards/practices and be in accordance with all applicable regulatory specifications. •4.4 Program Management The contractor shall exercise technical direction and control of the material and equipment necessary to perform all work required as outlined above. This requirement includes the necessary management support tasks related to production, configuration control, risk management, testing, and quality assurance required to carry out that task and comply with this SOW. 5. DELIVERABLES AND DELIVERY SCHEDULE: The contractor will provide to the Contracting Officer (CO) an assessment report with a status of the project determining the estimated time of completion. After contract award, and no more than 30 calendar days after receiving the Notice to Proceed from the CO, the contractor will provide a second assessment report providing the status of project completion. The project is to be completed in no more than 60 calendar days after award. 6. GOVERNMENT-FURNISHED EQUIPMENT AND INFORMATION: The Government will furnish utilities (i.e. water, electricity) as needed. 7. PLACE OF PERFORMANCE: The place of performance shall be on the grounds of the CCEP Training Facility, co-located with HCP, located at East Bliss (formerly known as Biggs Army Air Field, Fort Bliss, TX), Bldg. 11617 Old Ironsides Dr., El Paso, TX 79916. 8. PERIOD OF PERFORMANCE: Project shall be completed within 60 calendar days after receiving the Notice to Proceed. 9. SECURITY: There are no specific security classification level requirements associated with this procurement action. Information is deemed unclassified. However, all workers are required to be U.S. citizens to work on this project and must present all necessary documents (i.e. proof of insurance, valid driver's license, and current vehicle registration) to enter a military installation (Fort Bliss). 10. SPECIAL CONSIDERATIONS: Electronic invoicing is required because it facilitates faster processing of payments. Electronic invoices will be sent to both the COTR and the CBP payment office simultaneously. Email addresses for both will be provided upon contract award. A proper invoice is defined under Federal Acquisition Regulation (FAR) 52.232-25(a) (3). A proper invoice must include the following items as a minimum: •§ Name and address of the Vendor •§ Invoice date and invoice number (Vendor should date invoices as close to the date of the e-mail transmission) •§ Contract Number •§ Description, quantity, unit of measure, unit price, and extended price of services performed •§ Payment terms (e.g., discount for prompt payment) •§ Name and address of Vendor official to whom payment is to be sent (must be the same as that in the contract or in a proper notice of assignment) •§ Name (where practicable), title, phone number and mailing address of person to notify in the event of a defective invoice. •§ Taxpayer Identification Number (TIN) Payment will be made via electronic funds transfer (EFT). The Contracting Officer's Technical Representative (COTR) will be designated upon contract award. The COTR will be the Government point of contact in the local area. Only the Contracting Officer (CO) has the authority to approve and authorize any changes to the contract.
