- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. W912EE-11-T-0033 is being issued as a Request For Quote (RFQ) with the intent to award as a simplified acquisition. The acquisition is 100% set-aside for small business firms. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. The NAICS Code for this procurement is 562910 with a size standard of $14Million. The U.S. Army Corps of Engineers (USACE), Vicksburg District has a requirement for the removal of generator stator coils containing asbestos at the DeGray Power Plant Unit #1, located at the DeGray Powerhouse in the Sate of Arkansas. 848 Channel Rd, Arkadelphia, AR 71923. See the Statement of Work & Pre-Work Submittals (Attachment 1). Also attached are the Quality Assurance Surveillance Plan (QASP) (Attachment 2), and Wage Determination from U.S. Department of Labor Employment Standards Administration (Attachment 3). This procurement may be quoted as follows: Line Item 00001, Service: Removal of generator stator coils containing asbestos at the DeGray Power Plant, Unit: Lump Sum. Lump Sum Price:$____________. Site Visit: Any potential offerors wishing to make a pre-award visit to the work site before preparing their quotes are instructed to contact. Dustin Wilson 501-767-2401 x 3030 Dustin.L.Wilson@usace.army.mil EVALUATION OF OFFERS: All quotes submitted will be evaluated for technical capability, satisfactory past performance and price. Technical acceptability for this acquisition is defined as the documented ability to provide the service that is 100% compatible in accordance with the attached specifications, satisfactory prior experience, and satisfactory past performance. The government will issue award to the contractor whose quote is the lowest price of those determined to meet at least the minimum requirements for technical capability. In order to demonstrate Technical Acceptability offerors must submit the following The contractor SHALL submit information verifying their technical capability, prior experience & satisfactory past performance (See A, B, and C Below). Failure to submit sufficient information for the government to determine technical acceptability may be cause for the rejection of the quote. A. Technical capability: The contractor shall provide sufficient documentation of their capability, by including technical literature, brochures, equipment list, List of Key Personnel, Resumes, etc. to enable the Government to determine company capability to perform work on projects of similar type, size, scope and complexity. B. Prior Experience: The contractor shall provide sufficient documentation of a mandatory minimum of 2 years sufficient & satisfactory prior experience, on contracts of a similar type, size, scope and complexity. Similarities shall be in areas related to Asbestos Handling, project size, number of employees, and the engineering work practice and personal protection control required. Prior Experience information can be submitted based on the company record or based on the prior experience of Key Personnel involved with the work. C. Past Performance: The contractor shall provide sufficient documentation of satisfactory past performance, on contracts of a similar type, size, scope and complexity as well as provide references, including names and contact information, who can verify such past performance. The government intends to make a single award for one lump sum including the entire scope of the work described. Offers for less than the required scope of work will not be accepted. The Government intends to award without discussions (while reserving the right to hold discussions if determined advantageous to the Government), and offerors are encouraged to provide their best proposed pricing in their initial offer.
