Description
Mission and Installation Contracting Command, Fort Belvoir, VA on behalf of US Army Research Laboratory (ARL), Adelphi, MD, intends to award on a sole source basis under the authority of FAR 6.302-1 to VideoNEXT Network Solutions, Inc, 3852 Dulles South CT, Suite I, Chantilly, VA 20151-1033 for Surveillance System Upgrade, to include equipment, software, software support, labor and installation. This procurement is being conducted under Simplified Acquisition Procedures (SAP) only one responsible source and no other supplies or services will satisfy agency requirements. The US Army Research Laboratory (ARL) has an Exclusive Field of Use of License Agreement whereby ARL, as the representative of the United States, has custody of and the right to issue licenses of its proprietary invention, as described in the Licensed Patent Application pursuant to PL 96-517 and its implementing regulations, and PL 99-502. The ARL is engaged in research of ElectoOptical and Infra-red camera technologies, and the "Force Protection Surveillance System" (FPSS), which is a real time, intelligence video analysis tool, was one technology researched. The ARL first commercialized this technology in 2005 via a technology transfer/patent license agreement with videoNEXT, a commercial security software company. In accordance with Title 37 of the Code of Federal Regulations, Chapter IV, Part 404 entitled "Licensing of Government Owned Inventions", an announcement was made of the intent to exclusively license a US Army Invention entitled Moving Target Indication Algorithm for Video Surveillance Applications. Interested organizations may submit their capabilities/qualifications to perform the effort in writing to the identified point of contact no later than 1400 hrs Eastern Time Zone, 13 September 2011. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
