- This is a combined synopsis/solicitation prepared in accordance with Federal Acquisition Regulation, Subparts ™ 12.6 and 13.3 as supplemented with additional information included in this notice. This announcement constitutes the solicitation. It is anticipated that the resultant contract will be a firm-fixed price contract. This requirement is issued as a Request for Proposal; proposals are being requested for Solicitation number N33191-11-R-0000. Quotations must be valid for 90 days after the closing date. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-04. The North American Industry Classification System (NAICS) code is 531390. The procurement is being solicited under full and open competition. Offerors are responsible for downloading their own copy of the RFP from the EuroNECO and Fedbizopps website,and to monitor the sites for any amendments to the RFP. A bidders list will not be maintained by this office, no telephone or fax request for the RFP package will be accepted. Failure to respond to the electronically posted RFP and associated amendments prior to the date and time set for receipt of quotes will render vendor/offeror non-responsive and result in rejection of offer. Quotes are due by 16:00 p.m. September 13, 2011, Central Eurpoean Time (CET). Quotes shall be submitted in Word,Excel,or PDF format to POC Paul Anishanslin at paul.anishanslin@eu.navy.mil. Telephone inquiries or requests will not be accepted. All responsive responsible quotes received will be evaluated; and a determination by the Government to award without discussion to this procurement is based upon responses to this notice. Clauses may be accessed electronically in full text through http://farsite.hill.af.mil. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation is determined to be advantageous to the Government, based on LOWEST REASONABLE PRICE. Government reserves the right to eliminate from consideration for award any or all offers at any time prior to award of the contract; and to award the contract to the offeror submitting the lowest price that is technically capable. Offers must be submitted in United States Dollars (USD)and written in English. All responsible offerors are invited to submit a proposal to Paul Anishanslin via email at paul.anishanslin@eu.navy.mil. The closing date for the submission of proposal is 13 September 2011 at 16:00 p.m. CET. Late submission of quote will not be accepted. Offerors are encouraged to submit proposal on time or before submittal closing date in order to be considered.
