- This is a combined synopsis/solicitation prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This is solicitation number P11PS43313 and is being issued as a Request for Quotations. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-45. This procurement is set-aside for small business concerns. The NAICS code being used for this project is 238220 with a size standard of $14 Million.The work of this project consists of replacing antifreeze and perform repairs on Fire Suppression Systems at Cape Cod National Seashore, Truro, Massachusetts. 1.0Description of WorkIn accordance with this scope of work and the requirements specified herein, and with applicable National Fire Protection Association (NFPA) standards and codes, and Federal, State and local codes and regulations, the Contractor shall provide all labor, supervision, equipment, tools, travel, parts and materials necessary to properly remove and replace antifreeze in two fire suppression systems, recharge a nitrogen pressure tank and install a pressure regulator on a nitrogen pressure tank associated with an antifreeze fire suppression system.The Contractor shall perform work on the following systems: 1.Old Harbor Lifesaving Station, Race Point Road, Provincetown, MAOld Harbor Lifesaving Station has a dry system supplied by five 550 gallon pressure tanks with antifreeze. The antifreeze in this system has a freeze protection temperature of +13F and needs to be replaced. A nitrogen tank is used to push the antifreeze out of the storage tanks during a fire. This nitrogen tank has lost its charge and needs a refill and a pressure regulator. Please note that Old Harbor Lifesaving Station is located 560 feet from Race Point Beach Parking Lot and is accessed by a boardwalk only. It is not accessible by vehicle. A site visit is recommended. The Contractor shall remove the existing antifreeze, flush all zones to remove microbiological influenced corrosion, and replace the antifreeze with a pre-mixed antifreeze solution that meets the specifications mentioned below. The Contactor shall refill/recharge the nitrogen tank and install an appropriate pressure regulator on the nitrogen tank. 2.Truro NEED Building, North Pamet Road, Truro, MAThe Truro NEED Building has an antifreeze system supplied from three interconnected water storage tanks. The antifreeze in this system has high pH readings and a freeze protection temperature of +15F. The amount of antifreeze solution that needs to be replaced is approximately 20 gallons. The Contractor shall remove the existing antifreeze, flush all zones to remove microbiological influenced corrosion, and replace the antifreeze with a pre-mixed antifreeze solution that meets the specifications mentioned below. 2.0QualificationsThe Contractor shall be a company specializing in inspection, testing, maintenance, and repair of wet and dry fire suppression systems, their components and appurtenances. 3.0Antifreeze Solution SpecificationsThe replacement Antifreeze Solution shall conform with applicable NFPA standards and codes, and Federal, State and local codes and regulations. The antifreeze solution shall conform to the 2011 NFPA standard of 48% active glycerin by volume. The antifreeze solution shall be compatible with the systems piping, fittings, and associated hardware. The antifreeze solution shall be a non-toxic glycerine based antifreeze formulated specifically for fire protection systems. The antifreeze solution shall be prepared with a freezing point below the expected minimum temperature. Please note that according to weather records, temperatures in Barnstable County have reached -12F.4.0Collection and Disposal of Water and Fluids The Contractor shall remove and properly dispose of water, antifreeze solutions and other fluid additives used for flushing, testing, or during maintenance. Diversion of water, antifreeze solutions and other fluids onto the ground or into drains or waterways is not allowed. The collection, transportation and disposal of water, antifreeze solution and other fluids used for flushing, testing, or during maintenance shall be in accordance with applicable Federal, State, and local waste water collection, transportation, and disposal standards and procedures. 5.0Safety & HealthThe Contractor shall comply with all Occupational Safety & Health Agency (OSHA) rules and regulations during this entirety of this contract. 6.0Schedule of Work1.Desired contract award start date is within 2 weeks of notice to proceed.2.Proposed completed work - November 30, 2011.
