- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/). The RFQ number is N00604-11-T-3220. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-53 and DFARS Change Notice 20110819. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/index.htm. The NAICS code is 541690 and the Small Business Standard is $7 million. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source to EXSELL SALES ASSOCIATES, INC. under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within three (3) business days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The NAVSUP Fleet Logistics Center Pearl Harbor, Hawaii requests responses from qualified sources capable of providing the following: ITEM 0001: OPTICAL FIBER MAPPING (OFM) SEE STATEMENT OF OBJECTIVES (SOO) POC: Anson Lee (808-335-7817) - GSS-NAPS-QUOOFM On-Site Training (3 days). Max of 4 students. - GSS-CS-OFM-CSEOFM On-Site Support (To be used during same week of training). - GSS-NAPS-QUOOFM Remote support “ 5 days remote support (through 1 yr from date of installation). - GSS-NAPS-TRV Travel and expenses for OFM trip. - Exsell OFM data base, integration, operational, and training support. ITEM 0002: OPTICAL NETWORK MANAGEMENT SYSTEM (ONMS) SEE STATEMENT OF OBJECTIVES (SOO) POC: Anson Lee (808-335-7817) - GSS-NAPS-ONMS-SVD ONMS/OFM server deployment and acceptance. - GSS-NAPS-ONMS-THD OTU 8000 installation/configuration. - GSS-NAPS-TT-ONMS-ADMIN ONMS Admin Training (3 days). - GSS-NAPS-TRV Travel and expenses for ONMS trip. - Exsell ONMS data base, integration, operational, and training support. Period of Performance shall be September 14, 2011 to December 31, 2011. If the required Period of Performance cannot be met, an alternate schedule may be considered. Location shall be at the Pacific Missile Range Facility (PMRF), Kauai, Hawaii 96752-0128. Unless otherwise specified in the order, the contractor is responsible for the performance of all inspection requirements and quality control.
