- Statement of Work The New Hampshire National Guard is soliciting for price quotes on upgrading eight preexisting analog video cameras surveillance system to an IP-based Thermal Camera System and to expand our Aimetis Symphony software licenses by 16 (enterprise licenses) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with Simplified Acquisition procedures in FAR Part 13, as applicable, and as supplemented with additional information included in this notice. We wish to establish a firm fixed priced contract for the products specified in the attached Statement of Work. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W912TF11SF1226 and is issued as a request for proposal. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-53. The associated North American Industrial Classification System (NAICS) code for this procurement is 333315 with a small business size standard of 500 employees. This requirement is a Women owned small business set aside. The following commercial service is requested in this solicitation: IAW Statement of Work. SOW: Statement of Work Overview The 157th Air Refueling Wing requires upgrading eight pre-existing pole mounted Pelco Spectra 3 analog PTZ video cameras to IP-based Thermal / Day&Night Pan Tilt Zoom (PTZ) Cameras, and to expand our Aimetis Symphony software licenses by 16 (enterprise licenses) We are requesting that any existing infrastructure and its associated hardware to be used in the maximum extent possible as long as they are compatible with the new upgrade; in order to minimize installation costs. Vendor will provide installation, parts/hardware, software and any other components that make the system operational. Bid will need to be given on a per camera-site basis (hardware and installation) to allow the flexibility to tailor the project to available funds. Hardware and installation will be further separated as line items. Vendor will provide make and models of quoted hardware with bid. 1. Hardware a. Remove existing Pelco dome cameras, provide and install eight IP controlled thermal PTZ cameras (similar in Specs and capabilities to Hurley IR Titan or DRS Watchmaster Pro) and associated hardware including power supplies, pole mounts (if not compatible with existing Pelco PA402 mounts) and necessary cabling b. All camera locations already have: i. 5 - 6 in diameter pole for mounting camera 1. Mounting heights are 70ft at 2 sites, 25ft remaining locations ii. 110VAC power available at base of site iii. 62.5micron multimode fiber to network switch-room at pole base iv. Coax and low-voltage power cabling in between base and camera c. Vendor will provide necessary lifting equipment (bucket truck, scissor lift etc.) to reach installation locations d. Provide and install 1 Axis Q7406 Video encoder blade 2. Software a. Provide at least 16 Aimetis Symphony software enterprise licenses priced in groups of 8 3. Compatibility a. Cameras will be: i. IP V.6 compatible ii. Able to be fully integrated with Aimetis Symphony through IP interface iii. MIL-STD-810F and IP67 preferred b. Video encoder blade will be compatible with Axis 291 Video Server Rack 4. Training a. Provide training on any hardware specific maintenance or operational requirements. 5. Support a. Include 24/7 phone support and on-site replacement for hardware failures for a period of 3 years from installation. Schedule Vendor will provide the expected length of time for contractor personnel to be on-site for the installation, integration, configuration and training; and a minimum 30 day notice prior to arrival for any required site or infrastructure changes needed for project completion. Minimum Qualifications In addition to product requirements, Contractors must have the following minimum qualifications: - Must be able to provide at least two (2)DOD references of similar work accomplished. Provide: Base, POC, type of work accomplished EVALUATION FACTORS FOR AWARD -The provisions at 52.212-2, Evaluation-Commercial Items apply. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: price, delivery time, quality of the product. Quotes will be evaluated and awarded to the offeror that provides best value to the government. All evaluation factors other than cost or price, when combined, are approximately equal to cost or price.
