- Request for Proposal for Newington, CT The Department of Veterans Affairs (VA) has identified approximately five (5) acres of vacant land at the VA Connecticut Health Care System (Newington Campus) in Newington, Connecticut for a long term ground lease up to 75 years. VA is soliciting qualified developers to submit proposals to finance, design, develop, construct, equip, furnish, manage and maintain a new Assisted Living and/or Community Living Center Housing Residences/Facility. The VA objective is to provide safe affordable housing to the target population of at risk Veterans, with priority placement for Veterans and their families. In return for a long-term lease, the offeror will provide fair monetary and/or in-kind consideration to VA that will include an array of on-site supportive services, and access to on and off-site medical services.
