Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format specified in FAR SUBPART 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. The solicitation number for this acquisition is NHLBI-CSB-(HL)-2011-294-RMD and is issued as a Request for Proposals (RFP). The acquisition will be made pursuant to the authority in FAR Part 13.3 Simplified Acquisition Methods, and FAR Part 13.5 Test Program for Certain Commercial Items. The resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 2005-53 (August 04, 2011). The total contracted dollar amount, including options, will not exceed $6.5 million. This acquisition is being conducted as a total small business set aside. The North American Industry Classification System (NAICS) code for this acquisition is 541310 - Architectural Services and the associated small business size standard is $4.5 million. The level of effort, for this requirement, is based on an hourly rate of a space and facilities management professional to provide the services described below. The number of hours shall not exceed 2,160 hours over a twelve (12) month period. The total effort, in labor hours, will be reported monthly and serve as the basis for payment. The proposed period of performance for these services will consist of one twelve (12) month base contract period, and shall include options to renew for four (4) successive twelve (12) month periods. It is anticipated that work, under the proposed contract, will begin on or about December 1, 2011. The Government's acceptance terms and FOB destination point is the National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), Bethesda, Maryland. The NHLBI intends to award a fixed price contract for space and facilities management services as described below: Statement of Work: Background Statement: The National Heart, Lung and Blood Institute (NHLBI) plans, coordinates, and directs a wide range of activities of basic and clinical scientific research programs within the Division of Intramural Research (DIR) in such areas as heart and vascular disease; normal and abnormal cardiovascular and hematologic physiology; genetic studies; cellular and molecular biology; cell signaling; biophysics and biochemistry; and other applied and clinically-related research interests. The NHLBI requires an expert consultant to provide a variety of space and facility planning, acquisition and general construction monitoring services. On average, the NHLBI has 15 - 20 active facility related projects in various stages of planning, design, construction, and relocation coordination. Such projects occur in both leased and government owned facilities, off and on the Bethesda NIH campus located at 9000 Rockville Pike, Bethesda, MD 20892. NIH leased facilities are in various locations in the greater Bethesda and Rockville areas. The majority of NHLBI projects exists on the Bethesda Campus and account for 95% of the NHLBI, Division of Intramural Research (DIR) space portfolio. In order to successfully execute these tasks, the NHLBI is in need of an expert consultant that can assist in the day to day management, long-term planning, and oversight of this work. Scope and Requirements: The NHLBI, DIR has 15 - 20 major renovation projects in progress at any given time. The current projects in progress have life spans of 1 - 4 years. The NHLBI, DIR research is constantly progressing and the facilities need to adapt with the science. The project load is expected to remain constant in the future, creating a recurring need for support services. To ensure the success of these projects, the NHLBI, DIR requires the assistance of a consultant to develop in depth programs of requirements, government cost estimates, and ensure that the intended scope of work is followed throughout the life of a given project. The consultant will report directly to the Space & Facilities Management Section Chief within the NHLBI, DIR, Intramural Administrative Management Branch (IAMB). The Section Chief will assign, prioritize and evaluate all tasks under the contract. In addition to the Section Chief, the consultant will report monthly to the IAMB Branch Chief and Deputy Branch Chief on all active projects. The monthly report will include a detailed status update for all active projects and a comprehensive schedule that shows timeframes for planning, contracting, design and construction for each project. On-site office space will not be provided. The consultant will be expected to be present for key meetings and presentations on the NIH Bethesda Campus and the various leased facilities locations. Tasks to be Performed: • Assist in the search, acquisition and analysis of space for NHLBI, DIR; • Advise the NHLBI, DIR in the procurement of services necessary to plan and develop an ongoing facilities program; • Assist the NHLBI, DIR in orchestrating the most appropriate mechanism to meet current and projected facilities needs. Aid in formulating the NHLBI, DIR facilities Master Plan; • Review cost data and proposals related to NHLBI, DIR facilities program; • Review text documents presented to NHLBI, DIR related to facilities planning efforts as required. Documents shall include but not limited to: studies, schedule, presentation material, cost estimates, space plans, potential lease documents, facilities related spreadsheets, space and staff projections; • Prepare correspondence: (a) for NHLBI, DIR signature in response to documents reviewed under this contract; (b) on behalf of the NHLBI, DIR to NIH officials, lessors, or other outside organizations; • Plan the sequence of NHLBI, DIR organizational relocations in order to minimize disruptions and down-time; • Recommend the selection of other consultants to perform tasks related to facilities. Evaluate and define the task to be performed and pre-screen the professional community for the best possible match of effort and strength related to the NHLBI, DIR proposed program; • Assist in the preparation for and attend space related meetings with other Federal, State, and Local Government agencies; • Advise and support the revitalization of NHLBI, DIR space in Building 10; • Advise and support the demolition and renovation of the NHLBI, DIR Catheterization and Magnetic Resonance Labs located in Building 10; • Advise and support NHLBI, DIR lab/office renovations in Building 10; • Advise and support the relocation of NHLBI, DIR animal facilities at 5 Research Court to the Bethesda Campus; • Advise and support the expansion and renovation of NHLBI, DIR space in outside leased facilities (i.e. 5635 Fishers Lane, 9800 Medical Center Drive (IPDC), Flow Building, Poolesville, etc); • Plan & design architectural space planning and design for major renovations; • Formulate independent government estimates for projects requiring contract action; • Work with principal investigator in establishing an accurate equipment list to be included in program of requirements; • Maintain DIR comprehensive schedules for all active projects; • Ensure scope of work consistency through in depth project design review and comment; • Design/Build proposal negotiation written reports in response to contractors' proposals; • Ensure A/E management and coordination meet contractual deadlines; • Attend all major renovation project progress meetings to ensure original intent of scope work is being met during the course of the project; • Prepare renovation project change order negotiation reports; • Prepare scope clarifications and RFI resolution through written and verbal response; • Conduct monthly project status update meeting with IAMB Branch Chief and Deputy Branch Chief. Deliverables: • The program of requirements must contain, at a minimum, the following parts: written scope of work, graphic schematic plans, independent government estimate (IGE), and a detailed equipment list; • Program of requirements for each renovation project as assigned submitted by email as Adobe PDF, Microsoft Word, and Microsoft Excel files for the various components; • Monthly status report presented to the IAMB Branch Chief and Deputy Branch Chief; • Prepares monthly update of all active renovation projects within the NHLBI, DIR to include timeframes for planning, contracting, design and construction as printed hardcopy schedules; • Design/Build proposal negotiation written reports in response to contractors' proposals as Microsoft Word documents; Other: • Performance will be measured by adherence to proposed schedules and timeframes for any given project; • Design review for major renovations will be completed and emailed to the Section Chief in the standard NIH comment form Excel sheet within 9 calendar days of the submission date by the Architect/Engineer team supporting the project; • Quality of work and deliverables will be measured by the Contracting Officer's Technical Representative (COTR). Evaluation Criteria: Factor 1: Technical knowledge of NIH facilities & policies (35 pts) • Demonstrated knowledge and experience in the most current policies and guidelines in NIH facilities and how they are applied to renovation projects • Demonstrated knowledge, experience, and understanding of the NIH Policy Manual 1370 dealing with the Fire Protection and Life Safety Building Permit Process and how it applies to NHLBI DIR renovation projects • Demonstrated knowledge of NIH building systems and infrastructure critical to successful project execution • Demonstrated historical knowledge of NIH facilities • Demonstrated knowledge and experience with NIH facility policies and guidelines established by the NIH Office of Research Facilities, and familiarity with their organization and guidelines (such as the Design Requirements Manual and Biological Safety Cabinet Placement Guidelines) and key personnel Factor 2: Experience (30 pts) • Demonstrated expertise and experience in working with biomedical researchers in planning, designing and monitoring construction of laboratories, specialized research spaces, and supporting areas of biomedical research facilities. • Demonstrated experience with Magnetic Resonance Imaging, Microscopy, Clean Rooms, Catheterization Suites, Standard Biomedical Laboratories, X-Ray Suites, Environmentally Controlled Rooms, and General Offices. Factor 3: Ability to derive construction cost estimates (20 pts) • Demonstrated skills and resources necessary to provide accurate construction cost estimates for biomedical research facilities • Demonstrated skills and resources pertaining to a variety of projects, including Magnetic Resonance Imaging, Microscopy, Clean Rooms, Catheterization Suites, Standard Biomedical Laboratories, X-Ray Suites, Environmentally Controlled Rooms, and General Offices Factor 4: Past Performance (15 pts) • Demonstrated history of adhering to schedules, standards of good workmanship and quality of work • Demonstrated history of conforming to specifications and a record of commitment to customer satisfaction Past Performance Information: a. Offerors shall submit the following information as part of their proposal. A list of the last three (3) contracts completed during the past five (5) years and contracts currently being performed that are similar in nature to the solicitation workscope. Contracts listed may include those entered into by the Federal Government, agencies of state and local governments and commercial concerns. Offerors may also submit past performance information regarding predecessor companies, key personnel who have relevant experience or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the instant acquisition. Include the following information for each contract listed: 1. Name of Contracting Organization 2. Contract Number (for subcontracts, provide the prime contract number and the subcontract number) 3. Contract Type 4. Total Contract Value 5. Description of Requirement 6. Contracting Officer's Name and Telephone Number 7. Program Manager's Name and Telephone Number 8. North American Industry Classification System (NAICS) Code The offeror may provide information on problems encountered on the identified contracts and the offeror's corrective actions. b. The Government is not required to contact all references provided by the offeror. Also, references other than those identified by the offeror may be contacted by the Government to obtain additional information that will be used in the evaluation of the offeror's past performance. HHS-Controlled Facilities and Information Systems Security: • To perform the work specified herein, Contractor personnel are expected to have routine (1) physical access to an HHS-controlled facility; (2) physical access to an HHS-controlled information system; (3) access to sensitive HHS data or information, whether in an HHS-controlled information system or in hard copy; or (4) any combination of circumstances (1) through (3). • To gain routine physical access to an HHS-controlled information system, and/or access to sensitive data or information, the Contractor and its employees shall comply with Homeland Security Presidential Directive (HSPD)-12, Policy for a Common Identification Standard for Federal Employees and Contractors; Office of Management and Budget Memorandum (M-05-24); and Federal Information Processing Standards Publication (FIPS PUB) Number 201; and with the personal identity verification and investigations procedures contained in the following documents: HHS Information Security Program Policy http://www.hhs.gov/read/irmpolicy/121504.html HHS Office of Security and Drug Testing, Personnel Security/Suitability Handbook, dated February 1, 2005 http://www.hhs.gov/ohr/manual/pssh.pdf HHS HSPD-12 Policy Document, v. 2.0 http://www.whitehouse.gov/sites/default/files/omb/assets/omb/memoranda/fy2005/m05-24.pdf Information regarding background checks/badges http://idbadge.nih.gov/background/index.asp • Position Sensitivity Levels: This contract will entail the following position sensitivity levels: [ ] Level 6: Public Trust - High Risk. Contractor/subcontractor employees assigned to Level 6 positions shall undergo a Suitability Determination and Background Investigation (MBI). [ ] Level 5: Public Trust - Moderate Risk. Contractor/subcontractor employees assigned to Level 5 positions with no previous investigation and approval shall undergo a Suitability Determination and a Minimum Background Investigation (MBI), or a Limited Background Investigation (LBI). [ X ] Level 1: Non-Sensitive. Contractor/subcontractor employees assigned to Level 1 positions shall undergo a Suitability Determination and National Check and Inquiry Investigation (NACI). • The personnel investigation procedures for Contractor personnel require that the Contractor prepare and submit background check/investigation forms based on the type of investigation required. The minimum Government investigation for a non-sensitive position is a National Agency Check and Inquiries (NACI) with fingerprinting. More restricted positions - i.e., those above non-sensitive, require more extensive documentation and investigation. The Contractor shall submit a roster, by name, position, e-mail address, phone number and responsibility, of all staff (including subcontractor staff) working under the contract who will develop, have the ability to access and/or maintain a Federal Information System(s). The roster shall be submitted to the Contracting Officer's Technical Representative (COTR), with a copy to the Contracting Officer, within 14 calendar days after the effective date of the contract. The Contracting Officer shall notify the Contractor of the appropriate level of suitability investigations to be performed. An electronic template, "Roster of Employees Requiring Suitability Investigations," is available for contractor use at: http://ocio.nih.gov/docs/public/Suitability-roster.xls. Upon receipt of the Government's notification of applicable Suitability Investigations required, the Contractor shall complete and submit the required forms within 30 days of the notification. The Contractor shall notify the Contracting Officer in advance when any new personnel, who are subject to a background check/investigation, will work under the contract and if they have previously been the subject of national agency checks or background investigations. All contractor and subcontractor employees shall comply with the conditions established for their designated position sensitivity level prior to performing any work under this contract. Contractors may begin work after the fingerprint check has been completed. • Investigations are expensive and may delay performance, regardless of the outcome of the investigation. Delays associated with rejections and consequent re-investigations may not be excusable in accordance with the FAR clause, Excusable Delays - see FAR 52.249-14. Accordingly, the Contractor shall ensure that any additional employees whose names it submits for work under this contract have a reasonable chance for approval. • Typically, the Government investigates personnel at no cost to the Contractor. However, multiple investigations for the same position may, at the Contracting Officer's discretion, justify reduction(s) in the contract price of no more that the cost of the additional investigation(s). • The Contractor shall include language similar to this "HHS Controlled Facilities and Information Systems Security" language in all subcontracts that require subcontractor personnel to have the same frequency and duration of (1) physical access to an HHS-controlled facility; (2) logical access to an HHS-controlled information system; (3) access to sensitive HHS data/information, whether in an HHS-controlled information system or in hard copy; or (4) any combination of circumstances (1) through (3). • The Contractor shall direct inquiries, including requests for forms and assistance, to the Contracting Officer or designee. • Within 7 calendar days after the Government's final acceptance of the work under this contract, or upon termination of the contract, the Contractor shall return all identification badges to the Contracting Officer or designee. FAR provisions and clauses that apply to this acquisition are: FAR 52.212-1, Instructions to Offerors-Commercial Items (JUN 2008); FAR 52.212-2 Evaluation - Commercial Items (JAN 1999); As stated in FAR Clause 52-212-2 (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The factors listed above shall be used to evaluate offers. The merits of each proposal will be evaluated carefully, based on responsiveness to the requirements set forth in this combined synoposis/solicitation and the thoroughness and feasibility of the technical approach taken. A best buy analysis will be performed taking into consideration technical approach, past performance, and price. Please be advised that, in the selection of a contractor for this acquisition, paramount consideration shall be given to the evaluation of technical and past performance rather than cost or price. All evaluation factors, other than cost or price, when combined, are significantly more important than cost or price. The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the initial offer should contain the offeror's best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any and all offers if such action is deemed necessary.
