Description
This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the onlysolicitation; offers are being requested and a written solicitation will not be issued.This notice is being issued as a Request for Quotations (RFQ) for a Differential ScanningCalorimetry (DSC) instrument, per the specifications listed below:1.0 ObjectiveDifferential Scanning Calorimetry (DSC) measures important properties of materials, whichinclude specific heat, glass transition, heat of pryolysis, reaction temperatures andenthalpies and many other thermal transitions.The information is critical forevaluation of thermal protection materials and ultimate application as heatshields onspacecrafts. This Statement of Work (SOW)/Specifications identifies a cutting edge DSCinstrument that would provide needed data with improved accuracy to meet TPS materialscharacterization needs. The DSC instrument will be used to measure thermal propertiessuch as specific heat, heat of transition, glass transition etc. for rigid and flexibleablators under the development of multiple projects including the hypersonics and entry,descent and landing (EDL) projects. 2.0 ScopeThe scope of this effort is to procure a new DSC instrument and accessories and providetraining. 3.0 Vendor RequirementsThe manufacturer, hereinafter referred to as the Vendor, should have demonstratedknowledge and market success in manufacturing DSC and other thermal equipment, shouldhave demonstrated technical excellence and reliability in providing a state-of-the-artinstrument, and have demonstrated experience to install and train technical users. Inaddition, it is important for the vendor have locally based technical representatives inorder to readily provide services to assist with any troubleshooting or repairs neededwith the instrument. Vendor past performance will also be taken into consideration.4.0 Required CharacteristicsThis SOW is to purchase one DSC instrument and accessories. The products and serviceobtain through this SOW shall have the following minimum specifications/ requirements:- Temperature range: -125C to 1600C (capability above 1600C preferred) for specificheat determination- Capable of measuring in ambient atmosphere, in dynamic and static inert gas atmosphereand under vacuum (10-4 mbar)- Specifically designed sample holder to allow for high precision Cp measurements- Ability to remove furnace protective tube if needed for cleaning - Autosampler to accommodate up to 20 samples- Capable of maintaining a clean, inert atmosphere (some of testing materials need to betested in an oxygen free system)- Instrument Installation and Training- Can demonstrate the ability to upgrade the instrument at a later date to be able toreach temperatures as high as 2400C- Can demonstrate the ability to connect an in house mass spectrometer to the DSC withoutdifficulty and be compatible with current software. In house model is a QMS 403 Aolosby Netzsch- One year warranty- Delivery date of 7 to 8 weeks After Receipt of Order (ARO). The provisions and clauses in the RFQ are those in effect through FAC 2005-53. The NAICS Code and the small business size standard for this procurement are 334516 and500 employees, respectively. The offeror shall state in their offer their size statusfor this procurement.All responsible sources may submit an offer which shall be considered by the agency.Delivery to NASA Ames Research Center, Building 255, Moffett Field, CA 94035-0001 isrequired within 8 weeks ARO. Delivery shall be FOB Destination.Offers for the items(s) described above are due by Friday, September 16, 2011, no laterthan 4:00 PM Pacific Time, to the contract specialist, Robin Wong, emailRobin.L.Wong@nasa.gov, and must include: a firm fixed price for the required item,solicitation number, proposed delivery schedule, discount/payment terms, warrantyduration (if applicable), taxpayer identification number (TIN), identification of anyspecial commercial terms, and be signed by an authorized company representative. Theoffer must also include the email and phone contact information for two previouscustomers who purchased a similar instrument from the offeror within the past two years.Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order forCommercial Items form found at URL:http://server-mpo.arc.nasa.gov/Services/NEFS/NEFSHome.tml Offerors shall provide the information required by FAR 52.212-1 (JUNE 2008), Instructionsto Offerors-Commercial Items, which is incorporated by reference.. Please noteparagraphs (j) and (k) that require all offerors to have a DUNS number and current CCRregistration. Offeror must indicate NAICS 334516 in its CCR registration. If the end product(s) offered is other than domestic end product(s) as defined in theclause entitled 'Buy American Act -- Supplies,' the offeror shall so state and shall listthe country of origin. Offerors shall provide the information required by FAR 52.212-3 (May 2011), OfferorRepresentations and Certifications - Commercial Items with their offer. If the offerorhas already entered their representations and certifications at the OnlineRepresentations and Certifications Application (ORCA) at https://orca.bpn.gov/,offerors are only required to complete paragraph (b) of the provision and return withyour quotation. These representations and certifications will be incorporated byreference in any resultant contract. Selection and award will be made to the offeror whose offer will be most advantageous tothe Government, with consideration given to the following evaluation factors: (1)Technical merit of the required item and the extent that it meets all of thespecifications listed above; (2) Price: An evaluation of the reasonableness of the quotedprice for the required item; (3) Schedule: An evaluation of the offeror's deliveryschedule to NASA Ames Research Center, Moffett Field, CA; (4) Past Performance: Anevaluation of the offerors past performance obtained from provided references. Other critical requirements: The warranty and customer support for the DSC shall beconsidered. It is critical that offerors provide adequate detail to allow evaluation oftheir offer.
