Description
This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the onlysolicitation; offers are being requested and a written solicitation will not be issued.This notice is being issued as a Request for Quotations (RFQ)] for: The GSFC Detector Development Laboratory (DDL) has the need to acquire a bench-topscanning electron microscope (SEM). The system is used during and after the fabricationprocess for the analysis of micro- and nano- scale electronics andmicro-electro-mechanical system (MEMS) components. The space requirements of the DDLrequire the unit to be of compact design suitable for installing on a standard table. Theunit should be capable of imaging sub-micron features and above, providing the neededcapability beyond a standard optical microscope. The provider will have to be able toprovide technical support of the equipment.The contractor shall provide a tabletop SEM as per our specifications listed below.1. A brand new unit is required.2. Voltage requirement, all power needed is to be provided bystandard 110V sockets.3. Multiple operation modes that include high vacuum, low vacuum and charge reduction. Systems that at least 2 of these will be considered.4. The minimum sample size allowing in the tool must be at least 60 mm diameter & 40 mmin height).5. Motorized X-Y stage travel with distance requirement:+35 mm for both X & Y directions.6. Motorized rotation-tilt stage required to include -15 degrees to +45 degrees.7. Equipment warranty on parts and labor for at least one year. 8. Vendor must provide installation and on-site training @ GSFC (travel is included inthis contract)9. At GSFC, vendor will demonstrate all the equipment functionality and GSFC engineerswill perform the acceptance test before completion of the payment.10. Magnification: High-resolution imaging from 10x - 30,000x.11. Accelerating Voltage Selector: 5kV, 15kV.12. Automatic and Manual Controls: Stigmatism, Focus, Brightness, Contrast. 13. Dual Detectors: SEI (Secondary) and BEI (Backscattered Electrons).14. Analysis Capability: Calibrated XY length measurements.15. Annotation Tools: Lines, Arrows, Text, etc.16. Installation and Training:Installation, training, and long-term technical supportservices shall be provided by local factory-trained personnel.Acceptance:1. A brand new unit is required.2. Cleanliness of the system - The system must be clean and free of residue from priorprocess or storage. Exterior surface parts must be clean and free of grease or dust andcompatible with operation in a Class 10 cleanroom environment. The system frame andcovers must be clean, and free of rust.3. A field service engineer is to install the system on-site at GSFC's DDL (travel isincluded in this contract) and provides operator training of the system. Together withGSFC technical personnel, the field service engineer is to review the system, demonstrateand confirm that the system functions properly. Deliverables or Delivery Schedule:1. Deliver complete specified (as described above) system. Set up and install allcomponents at GSFC's clean room DDL. 2. Demonstrate system with specified performance/acceptance criteria (described above). Acceptance of system will be conditional uponsuccessful demonstration of functions.3. Provide user training for equipment operation.4. Provide operation manual on clean room compatible paper.5. Equipment warranty on parts and labor for at least one year. 6. Schedule - Delivery within 12 weeks after receipt of order.Place of Performance:The system will be built at offsite at the contractor facility, however, the finalacceptance, installation, and training will be at GSFC.Period of Performance:Equipment warranty on parts and labor for at least one year. The provisions and clauses in the RFQ are those in effect through FAC 05-53 This procurement is a total small business set-aside. The NAICS Code and the small business size standard for this procurement are 334516respectively. The offeror shall state in their offer their size status for thisprocurement.All responsible sources may submit an offer which shall be considered by the agency.Delivery to GSFC, Greenbelt, MD 20771 is required within 30 days ARO.
