- This is a NOTICE OF INTENT for sole source procurement of commercial items prepared in accordance with FAR Part 12, using subpart 13.5 test program procedures. The award of a firm, fixed price is anticipated. The Government intends to solicit and negotiate with only one source under the authority of Section 4202 Clinger Cohen Act of 1996, as set forth in FAR Part 6.302-1, only one responsible source and no other services will satisfy agency requirements. CS-Solutions, Inc. (CSSI) of Washington, DC is currently the only known source capable of providing Continuity of Operations Integration Software (CS) that is DADMS, NIPRNET, and SIPRNET certified. Additionally, CSSI is capable of meeting this requirement on an extremely short schedule, by the end of September. The Department of Navy (DoN), National Naval Medical Center, Information Technology Department, intends to negotiate on a sole source basis with CSSI for CS, licenses, and annual maintenance. The purpose of CS is to provide continuous operation of NNMC ™s computer systems in the event of catastrophic failure of the computer ™s operating system or in the event of a computer reimage. Additionally, CS is required to be DADMS, NIPRNET, and SIPRNET certified in order to operate on NNMC ™s network. A 12-month base period of performance with four 12-month option periods will be implemented for this effort. Interested offerors may identify their interest and capability to respond to the requirement by sending challenges to Eric Freeman at eric.g.freeman@navy.mil. This notice of intent is NOT a request for competitive proposals; however, all challenges to this sole source determination received by 12:00 p.m. E.S.T. 08SEP11 will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice.
