- PRE-SOLICITATION NOTICE P162 AGILE CHEMICAL FACILITY NAVAL SURFACE WARFARE CENTER INDIAN HEAD, MARYLAND SOLICITATION N40080-12-R-2001 This procurement is for project P162, Phase 2 of the Agile Chemical Facility (ACF) for Naval Surface Warfare Center- Indian Head Division (IHDIV) at Naval Support Facility (NSF) Indian Head, Indian Head, Maryland. The project supports nitrate ester manufacturing at the Biazzi Plant in order to meet IHDIV's mission to produce energetic chemicals for the defense community. Nitrate esters include Otto Fuel (torpedo fuel), Nitroglycerine (NG), Propylene Glycol Dinitrate (PGDN), Trimethylolethane Trinitrate (TMETN), Triethylene Glycol Dinitrate (TEGDN), Diethylene Glycol Dinitrate (DEGDN), and Butanetriol Trinitrate (BTTN). MILCON P162 includes construction of new buildings, tanks, containment structures, and other supporting equipment and facilities. The project scope also includes upgrades to storage and delivery facilities for chemicals and raw materials, product manufacturing, handling, and transfer facilities, as well as waste treatment facilities. Finally, the P162 scope includes demolition of several of the buildings at the Biazzi Plant and all of the buildings at the Moser Plant once the ACF has completed start-up and proven production capabilities. Existing buildings to be demolished or renovated will be decontaminated of explosives prior to demolition and renovation under this contract. This procurement is Full & Open Competition for a Design-Bid-Build Project being acquired through the use of the one-phase selection process. This acquisition will result in a FIRM FIXED PRICE contract acquired through competitive negotiation procedures. The procurement will be conducted using source selection procedures and the award will be based on the best value to the government considering the price and non-priced factors. The Budget for this project is: TOTAL: Estimated Price Range is over $10,000,000 The solicitation will be issued Wednesday, 7 September 2011.
