Description
Additional required specifications. This combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Request for Quote (RFQ) number is RFQ-C006266, and is being conducted as 100% Small Business Set-Aside, under the procedures of Part 12 and 13, test program, for brand name or equal HDT dual 35kw generator trailer system. The North American Industrial Classification System (NAICS) number is 333611, the standard is 1,000. The RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-53. The Federal Bureau of Investigation intends to award a Firm-Fixed price type contract for HDT dual 35kw generator trailer system. The item to be supplied must feature: •- Load sharing parallel operation •- Hot swappable •- Two (2) automatic 10kw load banks •- Automatic load shedding of load banks when full power required •- Wheels interchangeable with HMMWV •- Built-in storage box •- 4" Fuel filler and fuel gauge at tongue in front container box •- Quick connect aux fuel fittings for external fuel source •- Fuel fired coolant heater •- Engine fluids ported to frame for ease of maintenance •- Automatic shut-downs and indicators for high coolant temperature, low oil pressure, overspeed and reverse power •- 15.5" Minimum ground clearance •- Fuel consumption 2.8 GPH at full load per generator •- Digital control system with remote monitoring feature •- Cable reels for cable storage •- Designed to allow for off-road transport •- See attachment for additional specifications. Items called for by this RFQ have been identified by a "brand name or equal" description and shall be quoted as such. All prices quoted shall incorporate destination charges and all taxes associated with the product. If items called for by this RFQ have been identified in the synopsis/solicitation by a "brand name or equal" description, such identification is intended to be descriptive, not restrictive, and to indicate the quality and characteristics of products that will be satisfactory. Quotes offering "equal" products (including products of the brand name manufacturer other than the one described by the brand name) will be considered if such product(s) is (are) clearly identified in the quote and is (are) determined by the FBI to meet fully the salient characteristic on above products. Unless the vendor clearly indicates in their quote that they are offering an "equal" product, the quote shall be considered as offering a brand name product referenced in this synopsis/solicitation. If the offeror proposes to furnish an "equal" product, the brand name of the product to be furnished shall be provided in the quote. All quotes will be considered. If requested by the FBI, each offeror shall submit a sample of the items he/she proposes. The FBI will award to the offeror who provides the Best Value to the Government, price and other factors considered. Technical capability of item offered will be based on whether or not item meets the needs of the Federal Bureau of Investigation. The provision at FAR Clause 52.212-1, Instructions to Offerors (JUN 2008), and addendum is incorporated. ADDENDUM to 52.212-1, modify (b) Submission to offers: "Submit signed and dated offers to the attention of Ms. Theresa M. Powell, Contracting Officer, via email at Theresa.Powell@ic.fbi.gov." modify (b) (10). The contractor shall provide the FBI with three (3) point-of-contacts from previous contracts, either Government or Commercial, for the purpose of evaluating Past Performance. All quotes are due by 1:00pm EDT, September 20 th, 2011. Delivery of items shall be 30 days after-receipt-of-order. The delivery shall be FOB Destination to Quantico, VA. Incorporated by reference are the FAR Clauses 52.212-4, Contract Terms and Conditions (JUN 2010), and 52.212-5, Contract Terms and Conditions Required to Implement Statutes and Executive Orders (AUG 2011), Subsection (a), (b), 1, 5, 7, 9, 14-20, 31, and 33, (d), and (e). ADDENDUM to Clause 52.212-4, add 52.211-6-BRAND NAME OR EQUAL (AUG 1999); 52.216-2-ECONOMIC PRICE ADJUSTMENT - STANDARD SUPPLIES (JAN 1997); 52.216-18-ORDERING (OCT 1995); 52.233-2-SERVICE OF PROTEST (SEP 2006). The Department of Justice (DOJ), Justice Acquisition Regulation Clauses, 2852.233-70-PROTESTS FILED DIRECTLY WITH THE DEPARTMENT OF JUSTICE (APR 1998); 2852.201-70-CONTRACTING OFFICER'S TECHNICAL REPRESENTATIVE (COTR) (APR 1998). The FBI's ombudsman for this solicitation is Ms. Janice J. Lambert, Federal Bureau of Investigation, 935 Pennsylvania Ave., N.W., Washington, D.C. 20535. Ms. Deborah R. Broderick, Head of the Contracting Activity, Federal Bureau of Investigation, 935 Pennsylvania Ave., N.W., Washington, D.C., shall serve as the FBI's contact in accordance with 52.233-3-PROTEST AFTER AWARD (AUG 1996). 52.252-5-AUTHORIZED DEVIATIONS IN CLAUSES (APR 1984), is incorporated by reference and applies to FAR Section 9.104-1, and Clause 52.212-3, Offeror Representations and Certifications (MAY 2011) apply. Each offer shall include a completed copy of 52.212-3 with their quote. ADDENDUM to Clause FAR Clause 52.212-2, Evaluation-Commercial Items (JAN 1999) is incorporated by reference and applies to this acquisition. ADDENDUM 52.212-2 (a)-Award will be based on technical capability of item offered to meet the Government requirement and past performance and price. Technical capability of item offered to meet the Government requirement is significantly more important than price. Past performance will be based on telephonic performance evaluations received from previous contacts provided in the quote. Any vendor not having government or commercial experience will be rated as "Neutral." Offerors must acquaint themselves with the regulations concerning Commercial Item acquisition contained at FAR Subpart 12 and must ensure that all Representations and Certifications (located on the Internet) are executed and returned as required in this synopsis/solicitation.
