- The FAA has an urgent requirement to obtain support services to assist the FAA Contracts Office with the award and administration of the seven Systems Engineering 2020 ("SE 2020") contracts. On a day to day basis, the contractor will provide support to assist the FAA contracts team with conducting detailed cost and price analysis in order to determine if the rates proposed for SE-2020 contract task orders are fair and reasonable. The contractor will assist with preparation of negotiation memorandum for the file and support the FAA contracts team during fact-finding and negotiation with the SE-2020 prime contractors. In addition to the day to day work, the following are some of the critical initiatives that need to be undertaken immediately: 1.The SE-2020 contracts are currently Cost Plus Fixed Fee level of effort (CPFF LOE). Each contract will be modified to add time and materials rates to the contract. Assistance is needed from the support contractor in performing a detailed cost or price analysis on each of the proposed rates, drafting the negotiation memorandum, and assisting the FAA contracts team during negotiations.2.Assistance is needed from the support contractor in reviewing all SE 2020 prime contractors' indirect rate submissions, reviewing the back-up data from the vendor, developing and documenting recommendations for the FAA contracts team. 3.The FAA seeks to increase direct competition of task order awards under the SE 2020 program. At the start of FY 2012, the FAA we will be ready to award a significant number of tasks via competition. Assistance is needed from the support contractor to establish standard operating procedures, develop evaluation plans, and assist the FAA contracts team in handling the significant additional (on-going) workload associated with evaluating all the proposals for each task order.4.Currently the costs to provide Program Management support are paid for through a separate task order and the costs are covered by the SE2020 program office. Beginning in FY 2012 these costs need to be converted to a separate charge and applied to each task order. Assistance is needed from the support contractor to establish the methodology and the overhead percent to be applied. Once this is established, the FAA will require a significant amount of support to monitor and adjust the overhead methodology over time. The contractor selected to perform this work must have the following qualifications: 1) Extensive and specialized experience in the field of acquisition and contracts, including extensive and specialized experience helping a federal agency to administer cost reimbursement type contracts, as well as fixed price and time and material contracts.2) Extensive experience supporting a federal agency with conducting and documenting cost and price analysis for cost reimbursement, fixed price and time and material contracts.3) A subject matter expert in the area of Cost Accounting principles with the ability to conduct independent analyses of contractors proposed indirect rates, proposed provisional rates as well as labor rates.4) Extensive knowledge of, and experience with, the FAA's unique Acquisition Management System ("AMS").5) Ability to support complex negotiations. 6) The contractor must be free from Organizational Conflict of Interests ("OCI") that could impair its objectivity in performing the work. For that reason, the contractor cannot be a prime contractor, subcontractor, or team member on any of the various SE 2020 contracts, or otherwise have another conflict of interest that could create a real or perceived OCI. The firm of IT Strategy has been selected to perform this effort because of their specialized qualifications and outstanding experience supporting the FAA using the AMS. IT Strategy possesses an extensive depth of knowledge of the AMS as well as various FAA programs, and they also possess extremely qualified acquisition professionals, including former Federal Government Contracting Officers, that will allow it to meet the FAA's requirements. In accordance with the FAA Acquisition Management System (AMS) Section 3.2.2.4, the FAA intends to award a single source contract to IT Strategy in order to meet the urgent requirement described above.
