Description
The Contracting Department, Naval Medical Center San Diego (NMCSD), San Diego, CA, 92134 intends to negotiate a Firm Fixed Price contract, utilizing procedures under FAR Part 13, for Commercial Items, for a Laser Console and associated consumables. The requirement calls for delivery within 30 days of contract award. A complete RFQ package (N00259-11-T-0493) will be available on or around September 6, 2011 by downloading the documents at the NECO Website as follows: http://www.neco.navy.mil. The North American Industry Classification System (NAICS) code for this acquisition is 339112. The attached solicitation document and incorporated provisions and clauses are those in effect through FAC 2005-53. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Contractors that are not registered in the CCR database may be given time to register if the requiring activity allows for a delay. However, if the needs of the requiring activity do not allow for a delay, the next otherwise successful registered offeror shall be granted the award. Contractors may obtain information on registration and annual confirmation requirements by calling 1-888-227-2423, or via the Internet at http://www.ccr.gov. Proposed laser must meet or exceed the following specifications: Continuous Wave Diode Laser, class 4 “ (must be equipped with a key switch and safety interlock) Has a Quick Safe Connector on the machine- which is OPEN and means that this machine will accept other company ™s fibers that are sold with a standard SMA-905 Light intensity is 810nm wavelength Acceptable Fiber Diameter ranges are 400um and 600um Has continuous wave or pulsed beam option (doctor preference) Adjustable pulse width from 10m/sec to 3000m/sec Frequency Range encompasses at least:.3Hz to 100 Hz Works on standard 120Volt input power Out power Range is 1Watt to 15Watts. With the ability to manually increase at 1Watt increments. Maximum Power Range is 15W. Must have footswitch to operate machine, laser cuts off as soon as foot switch is released Must have flashing indicator and sound indication when laser is on for laser safety protection reasons Must have an automatic timeout at 250seconds, to ensure machine doesn ™t overheat. Machine must have fiber interlock safety device to ensure laser doesn ™t fiber until locked and engaged, and remote interlock is locked and engaged. 2 quality control devices must be locked and ready to ensure fiber is correctly locked in place for use. Has automatic Diode Temperature Stop, Power Supply Temp, Heat Sink Temp, Laser parameter stop internal monitors “ that will turn laser off when temperature reaches maximum temp to ensure machine will not overheat or laser fiber will burn the patient. Have automatic detectors/quality controls- that will not allow machine to fire laser if pedal is not working, plugs are not connected, and machine has not been warmed up and calibrated appropriately. (These are all internal controls that require no manual action for this machine- it ™s completed every time the machine turns on). Laser Fibers need to be PRE-MARKED, PRE-MEASURED to ensure that the fiber is outside the sheath when it is fired to ensure safety of patient and no excess laser usage. LASER FIBERS in multiple sizes including: 10, 12, 24, 45, 55, and 70, 100cm of treatment capability due to patient height and nature of disease.
