- The Federal Bureau of Investigation intends to negotiate a sole-source, firm-fixed price contract with CVG, Incorporated, Chantilly, VA, under Request for Quote (RFQ) RFQ-C006279. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) web site www.fedbizopps.gov. Interested parties are responsible for monitoring the FBO site to ensure that they have the most up-to-date information about this acquisition. CVG, Incorporated is to provide the following items: three (3) CVG Compact Fly-Away Kit-220, three (3) Taclane-Micro (KG-175D), three (3) CVG Compact Fly-Away Kit-220 Accessory Cases, CVG Compact Fly-Away Kit-220 NRE, and CVG Compact Fly-Away Kit-220 Product Improvements. Based on market research via a market survey with other possible companies and the World Wide Web there are other vendors that are capable of developing and manufacturing a similar product, but none are commercially available. It has been determined that the FBI's requirement for these Fly-Away kits can only be provided by CVG, Incorporated because they are the only vendor with a commercially available Fly-Away kit that can meet the National Asset Response Unit's specifications. These secure communications kits must be rugged, lightweight, portable, and capable of being transported by a single operator. The kits must have the following components: Red/Black routing on Cisco 2811 platform, GSM and CDMA (black), 4 port 802.3af Power-over-Ethernet (black), 4 FXS ports (black), 9 port 802.3af Power-over Ethernet (red), WAAS Network Modules for each router (1GB RAM, 120 GB HDD), Flash Memory Card, Carbon Fiber Wheeled Case with pull handle, Sealed heat exchanger. The Hard-side transit case must include: Custom padding, Cisco 7960 phone, DC to AC Inverter, Battery clamps cable for inverter, 40 ft power cord reel, Smart card reader, Ethernet cables 15 ft (3), Ethernet cables 20 ft (2), Telephone cord 15 ft (2), Storage space for GFE items (CF74 laptop, BGAN Explorer 700, STE phone and AS magnetic mount antennas). This notice of intent is not a request for competitive proposals. However, interested parties may identify their interests and capability to respond to this requirement or submit proposals to this office by 12:00 PM, EST, Tuesday, September 13, 2010, via E-mail to the attention of Mr. David L. Marmo, Contracting Officer, at David.Marmo@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The North American Industrial Classification System number is 334220. This contract will be awarded as a commercial item in accordance with the Federal Acquisition Regulation, Part 12. Telephone requests will not be accepted.
