Description
Sole Source Justification This requirement is being procured in accordance with FAR Part 15, Contracting by Negotiations. The Federal Emergency Management Agency (FEMA) Office of Policy and Program Analysis (OPPA), located in Washington D.C. has a need for a contractor to execute a Community Resilience System Pilot Program. Testing of the Community Resilience System (CRS) in at least five communities will need to be completed in order to understand what parts of the system work well and what parts require change, amplification and revision. The intended acquisition is for services for which the Government intends to acquire from one source under the authority of 41 USC 253© (1), Only One Responsible Source. The government identified Meridian as the only source who can complete work under this proposed contract. Meridian is uniquely qualified, as they worked with the Department of Homeland Security (DHS), and the Community Regional Resilience Institute (CARRI) who devoted 18 months in coordinating the CRS. Since the beginning of the Community Resilience System, the Meridian Institute has provided the majority of the staffing to move the Community and Regional Resilience Institute Community Resilience System project forward. The government reserves the right to solicit bids based on the receipt of affirmative responses to this notice or issue an order to Meridian without further notice. It is the government intent to award a time and material contract which will start on Sep. 26th, 2011 and will end Feb. 26th, 2013. This may represent the only official notice. All interested parties must respond to this announcement within fifth-teen (15) calendar days of its publication. All responses must be in writing and may be emailed to Natalie Barquet ( natalie.barquet@dhs.gov ). This is a negotiated acquisition with an estimated value of less than 1,000,000.00. The Federal Emergency Management Agency requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) and complete online Representations and Certifications at http://orca.bpn.gov. No award can be made unless the vender is registered.
