- Justification for Other Than Full and Open Competition This announcement constitutes public notice of intent to award a sole source contract to Advantor Systems Corporation, 12612 Challenger Pkwy STE 300, Orlando, FL, 32826-2700. This requirement will be negotiated on an other than full and open competition basis in accordance with 10 USC 2304(c)(1), as implemented by FAR 6.302-1(b)(2), and FAR 13.5. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is published for informational purposes only. The proposed source, Advantor Systems Corporation, is the contractor that initially installed the security system on Luke AFB and due to the nature of the system and it's components, Advantor Systems Corporation is the only company capable of meeting the Government's requirement. The applicable NAICS code for this requirement is 334290 and has a size standard of 750 employees. The Government does not intend to pay for any information received in response to this announcement. Referencing F2U3551151AG01, all responses shall be sent to the attention of Carol Cherapan by way of email at carol.cherapan@luke.af.mil. ***Funds are not currently available for this solicitation. Award of this contract as a result of this solicitation is contingent upon the availability of appropriated funds from which payment of this contract may be made. There shall be no legal purposes until funds are made available to the Contracting Officer. The Contracting Officer will confirm availability of funds in writing to the contractor upon award of the contract.***
