Description
The Smithsonian Institution (SI) is seeking a contractor to provide a technologically advanced, user-friendly, first-class flight and/or space themed simulator concession in a designated area of its Stephen F. Udvar-Hazy Center in Chantilly, VA. All proposals should demonstrate and/or include evidence of the following: • Air and/or space themed flight simulator equipment in new or like new condition. • Up-to-date, technologically advanced, user friendly, interactive software with multiple features to provide multiple ride options. • Cutting edge, exciting simulator experience content. • Load bearing specifications and diagrams of equipment. • Design and fit-out specifications. • Installation plan and timeline. • Maintenance plan. • ADA accessibility compliance. • Corporate information. • Experience and expertise in operating a simulator concession, including managing staff, operating equipment and running a small box office. • Organization and operating plan. • Financial reporting structure with remittance plan. • PCI compliant. • Hours of operation. • Customer service plan. • Marketing plan and budget. • Availability for Smithsonian special event planning. • Audit procedures. • Signage plan and requirements. • POS systems capability. The Steven F. Udvar-Hazy Center is the Smithsonian National Air and Space Museum (UHC)'s annex at Washington Dulles International Airport in the Chantilly area of Fairfax County, Virginia, United States. The Center has averaged over a million visitors per year in the last 4 years and was made possible by a US$65 million gift in October 1999 to the Smithsonian Institution by Steven F. Udvar-Hazy, an immigrant from Hungary and co-founder of the International Lease Finance. The building opened in December, 2003, and provides enough space for the Smithsonian to display the thousands of aviation and space artifacts that cannot be exhibited on the National Mall. The two sites together showcase the largest collection of aviation and space artifacts in the world. Visitors to the National Air and Space Museum's Steven F. Udvar-Hazy Center admire the Monocoupe 110 Special Little Butch and other aircraft hanging from 10-story-high trusses. All firms responding to this solicitation will be required to submit a business and technical proposal for purposes of evaluation. Proposals will be evaluated using the following weighted factors, as described in greater detail in the forthcoming Solicitation: 1) Simulator Experience and Content; 2) Pro Forma Statements; 3) Offeror's Background and Past Experience; and 4) Installation, Training and Maintenance Plan and Timeline. The Smithsonian will evaluate each proposal separately according to the evaluation criteria listed above. Smithsonian shall choose the proposal with the best value to the Smithsonian, based solely on its own needs and concerns. The Solicitation documents will be available upon written request, on or about the week of August 22, 2012, from the Smithsonian Institution, Office of Contracting, P.O. Box 37012, CC 350, MRC 1200, Washington, DC 20013-7012, Attn: Christopher J. Crane. Prospective Offerors must provide a written request for solicitation documents on company letterhead with complete mailing address, telephone and facsimile numbers, email address and name of the appropriate company representative. Written requests for solicitation documents may be delivered to the attention of Chris Crane to the above address; or sent by email to: cranec@si.edu. Prospective Offerors are encouraged to submit their written requests as early as possible, and preferably no later than September 8, 2011. The due date for submission of proposals will be provided in the solicitation documents. The Smithsonian Institution expressly reserves the right in its sole discretion to not proceed with the solicitation or any subsequent negotiations or contract. This pre-solicitation notice shall not commit the Smithsonian to pay any preparation costs nor to provide reimbursements for any costs associated with a response to the same.
