- This announcement is NOT A SCREENING INFORMATION REQUEST (SIR) or REQUEST FOR PROPOSAL (RFP). Furthermore, the Federal Aviation Administration (FAA) is not seeking or accepting unsolicited proposals. In accordance with the FAA Acquisition Management System (AMS) 3.2.2.4, the purpose of this announcement is to inform industry of the FAA's decision to contract with Dyne Systems, Inc via single source procedures. The Federal Aviation Administration (FAA) William J. Hughes Technical Center (WJHTC) intends to award a non-competitive contract to Dyne Systems, Inc, under the Simplified Purchase Method to provide the Airport & Aircraft Safety Group in support of Fuel and Fuel Systems Safety Team to purchase another Dyne Systems, Inc dynamometer with similar hardware specifications and identical proprietary software as existing dynamometer used by the FAA Fuel and Fuel Systems Safety Team. The existing digital dynamometer and throttle controllers are compatible with Dyne Systems' dynamometer. The FAA data acquisition and control software and hardware systems were also configured to operate with Dyne Systems' dynamometer controllers. Drive shaft, rpm, torque, and various other sensors are configured for use with this dynamometer. Dyne Systems is the only manufacturer of dynamometer that is compatible with FAA's existing system. A competitive solicitation is not available for this procurement. If your firm does not agree with this single source determination, please provide evidence of your firm's capability and experience in delivering such services outlined above and the FAA will evaluate that information accordingly. All responses must be directed to Jason Kuo via email (Jason.kuo@faa.gov) by 2PM Eastern Standard Time, on Friday, September 09, 2011. The FAA will not pay for any information or any administrative costs incurred associated with any response to this announcement.
