Responses to Questions ***DUE DATE FOR SUBMISSIONS HAS BEEN EXTENDED TO SEPTEMBER 9, 2011*** This is a combined synopsis/solicitation for a commercial service prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.102 (g) and with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotations are being requested and a written solicitation will not be issued. The Solicitation number is: OPM20-11-Q-0008 and is issued as a Request for Quotation (RFQ). This solicitation document incorporates all mandatory commercial item provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-53 dated August 4, 2011. The North American Industrial Classification System (NAICS) code is 611310, and the small business size standard is $7.0 million. This procurement is unrestricted, allowing both large and small business to submit quotations. The Office of Personnel Management's (OPM), Employee Services (ES) provides policy direction and leadership in designing, developing and promulgating Government-wide human resources systems and programs for recruitment, pay, leave, performance management and recognition, employee development, work/life/wellness programs and labor and employee relations; provides technical support to agencies regarding the full range of human resources management policies and practices, to include veterans' employment and agency program evaluation; and manages the operation of OPM's internal human resources program ES is composed of six (6) subcomponents: Recruitment and Diversity, Pay and Leave, Executive Resources and Employee Development, Partnership and Labor Relations, Agency and Veterans Support, and OPM Human Resources. The function of the Executive Resources and Employment Development (ERED) group is to manage the SES Qualifications Review Board process, the agency performance appraisal system approval and certification processes, the biennial and out-of-cycle agency allocation request processes, and the annual Presidential Rank Award program. The Executive Core Qualifications (ECQs) define the competencies needed to build a federal corporate culture that drives for results, serves customers, and builds successful teams and coalitions within and outside the organization. The executive core qualifications are required for entry to the Senior Executive Service (SES) and are used by many departments and agencies in selection, performance management, and leadership development for management and executive positions. Experience and training that strengthen and demonstrate the competencies will enhance a candidate's overall qualifications for the SES and measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions. Leading organizations emphasize ongoing learning and invest in development at all levels (e.g., 360° feedback, executive coaching, professional training programs, and assignments). In the federal government, resource constraints (including time and funding) often keep potential leaders from tending to their own development needs, limiting their opportunities for capability development and professional growth. To maximize executive potential, however, federal agencies should invest in leadership development. Therefore, in support of the SES Qualifications Review Board processes, ERED requires a contractor to create a leadership training matrix that links the ECQs to best practices for their development. The matrix will also link competencies to best development practices and to the most appropriate timing for development. OPM intends to award one Firm-Fixed Price contract to the offeror that represents the best value to the government. The period of performance shall be for six months from date of award. The period of performance shall cumulatively include the development of the work plan and the design, development and delivery of the final matrix and report. The intent is to have this guide completed for inclusion into the Training and Development Policy website and Wiki by February 2012. The final version must be made available for web hosting by April, 2012. It is anticipated that the primary work will be completed at the contractor's facility. All meetings and reviews will take place at the Office of Personnel Management's (OPM) Headquarters building located at 1900 E Street,NW, Washington, DC 20415. Only e-mailed requests for additional information will be accepted at John.Dismond@opm.gov. Note that communications with other officials may compromise the competitiveness of this acquisition and result in the cancellation of the requirement. Offerors are invited to submit their quotations to the Office of Personnel Management's (OPM) Contracting Group in response to this notice by 3:00 PM Eastern Standard Time (EST), September 7, 2011. Quotations submitted in response to this notice shall: (1) be in two separate volumes (technical and pricing) and (2) include the solicitation number in the subject line and be signed, dated and submitted via email to John.Dismond@opm.gov. Vendors not registered in the Central Contractor Registration (CCR) database at the time the requirement is to be awarded will not be considered.
