Description
Subject: Amendment 2 for combined synopsis/solicitation for total quantity two vertical carousel storage retrieval systems or vertical lift modules to be delivered and installed at Hill AFB building 674. The purpose of this amendment is to modify the requirements, specifically the allowable footprint. Please submit an amended proposal prior to the closing of this solicitation. See description for summary of changes to requirement. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This amendment for the combined synopsis-solicitation is issued as request for quotation (RFQ) as solicitation number F2DCCR1063A001. It is issued on 6 September 2011 from the contracting office at OO-ALC/PKOA. 6038 Aspen Ave Bldg 1289 NE Hill AFB, UT 84056-5805 This solicitation closes on 12 September 2011. All quotes must be received by 5:00 pm Mountain Time on closing date 12 September 2011. Quotes must be submitted electronically to the contract specialist Mr. J.D. Bowns at email address jd.bowns@hill.af.mil. Set Aside Status: This contract action is not a set aside. Line Items: CLIN 0001 Vertical carousel storage retrieval system or vertical lift module as described by specifications attached, including all shipping, installation, and training costs. Quantity of one (1). Location: Hill AFB, UT, building 674. CLIN 0002 Vertical carousel storage retrieval system or vertical lift module as described by specifications attached, including all shipping, installation, and training costs. Quantity of one (1). Location: Hill AFB, UT, building 674. Description of requirements: Both vertical carousel storage retrieval systems or vertical lift modules must meet the requirements outlined in the attachment Product Description. It is the responsibility of the contractor to supply all necessary transportation, labor, tools and equipment for storage and installation. The Air Force will not supply off loading docs, forklifts, trucks, or covered storage. All expenses for transportation, installation, and training will be the responsibility of the contractor. It is required that the contractor plan accordingly to ensure employee access to Hill AFB prior to delivery and installation dates. Delivery and Acceptance: Acceptance will not take place until after installation to include a thorough test run and training of Hill AFB employees by the contractor. Installation, training and acceptance must be accomplished prior to (NTE) 180 days after receipt of contract award. After award, it will be the responsibility of the contractor to contact Mr. Robin Barraclough at Hill AFB to arrange the specific delivery, installation, and training date or date(s). Mr. Barraclough can be reached at (801) 777-1027. Special Circumstances: Installation may require employees to pass background checks and/or security clearances. Hill will do its best to assist with these procedures but will not be responsible for any delays in installation due to the contractor failing to pass these clearances. Instructions to Offerors: The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Offers quotes must conform and contain all required information. All offeros must address each element listed in the Description of requirements, also to include delivery, installation and training by describing if their product meets, exceeds, or does not meet the requirement. Failure to address all elements may result in the government determining the quote technically unacceptable for award. Clearly indicate any deviations from the specifications. The Air Force is proposing a firm fixed price contract. All quotes deviating from this proposal must be clearly marked. Evaluation of Quotes: The following procedure will be used instead of procedures described in provision 52.212-2. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The government will use a Best Value Determination to determine the successful offeror IAW FAR 13.106-1(a)(2). (b) Factors for award include price, machine characteristics, and machine performance. (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Representations and Certifications: Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. Number of pans for carousel proposal expanded to match current solution of 42. Number of trays for VLM proposal increased to 42 minimum with expansion capability to 60 pans. Essential requirement: • Machine height / 30'/ maximum • AMENDED footprint/ 18' x 12' deep / maximum • Pan Width: Pans must accommodate materials measuring 136" long. We are therefore considering an approximate 12' pan width to be the optimal solution. • Pan Depth: Pans must accommodate materials 36" deep. • AMDENDED Pan Height/Intermediate shelves/Configuration: Current solution is a vertical carousel with 14 main pans with a 36" clear height. All are divided by at least one intermediate shelf. Some are divided by two or three intermediate shelves. All intermediate shelves are highly secure but removable and adjustable to multiple heights. Some intermediate supports are used but are rare. We require a similar solution-removable/adjustable intermediate shelves (42 minumum-contractor must specify number proposed in bid), total pan clear height approximately 36". Please include option pricing for additional intermediate shelves. • AMENDED For VLM proposals, 42 pans minimum with expansion capability to allow 60 pans or more. Pricing should include the 42 pans minimum with the option to purchase additional pans. We seek to maximize flexibility as storage requirements change over time. To provide this solution, please state how your machine will be configured (i.e.-Are supports for pans built at 6, 8, or x number of inches? Are supports adjustable or permanent?) Minimum pan clearance for 60 pans must be at least 6 inches. • Pan/Intermediate shelf weight capacity: Approximately 1000 pounds per pan minimum, 400 pounds per intermediate shelf with minimal deflection and no intermediated supports. Intermediate supports may be used only for exceeding the 400 pound capacity. • Load Imbalance / 8000 lbs / minimum. N/A on VLM proposals • Power requirements / The building will supply 480 volts, 3 phase, 60 hertz, 40Amps to a disconnect box at your machine. Contractor is responsible for connecting power. • One 120 Volt outlet • Controls / Standard Key Pad • Overhead dust cover • Finish / Standard powder coat • Pan Coating / Polyarmor or equal on all pans and intermediate shelves • Lockable door • No Counter • Full width light over door • Seismic 4 rating / minimum • RS232 Port / The controller shall be a command driven interface with asynchronous responses communicating through an ASCII RS232C 9 pin connection. Pan positioning will be directed from Air Force automation control host system MPS/D230 using ASCII commands. The controller shall respond when commands are completed and not require continuous polling to determine completion status. • Fire Protection / 2 Head or similar, internal sprinkling / Top mounted front back or similar / ready to attach to standard 1 inch water supply • 1 hour training • Installation / Contractor will be required to install the vertical carousel storage device and will be required to provide all necessary tools, equipment, manpower, hardware, storage, etc. • 1 year warranty to include parts and labor costs • Must be of type and size already produced. Cannot be a developmental item. Explanation of Requirements: Machine height The height is restricted by the ceiling of the building. The proposed solution must be under 30' or it risks coming in contact with lighting and heating. AMENDED Footprint This is the maximum room available on the floor and/or vertical space directly above the floor. The depth available is 12 feet. Power requirements Hill AFB has not determined if the disconnect box will be mounted to the left, right, or back side of the machine. The contractor should be prepared for any setup. Pan Coating Pans must be coated with a high adhesion coating capable of resisting impact and corrosion of oils and acids. It is often against regulation for aircraft components to touch other metals and/or paint. This coating much protect against metal to metal contact and be resistant to all types of corrosion. Painted surfaces on the pans are not acceptable. One particular brand name that has worked well at Hill AFB is Poly-Armor PVF coating. The proposed coating should be highly similar to the performance characteristics of this name brand coating. RS232 Port/command control The machine must have a 9 pin connection. The connection goes from your machine to our terminal server through a standard RS232C connection. There are many different brands of machines at Hill AFB that access this system and protocol. Hill AFB is happy to answer any questions to assist a contractor with meeting this requirement. Contact the engineering office at 801-777-1027 and they can answer any technical questions about the connection, protocol, etc. Fire Protection / 2 Head or similar, internal sprinkling / Top mounted front back or similar / ready to attach to standard 1 inch water supply The contractor is responsible for providing a standard 1" connection that is ready for hookup to a water system. It is recommended this be a 1" threaded steel pipe. Hill AFB will be responsible for connecting the water system to the machine. The location of the connection must be on either side, the rear, or the top of the machine and not exceed the maximum foot print allowable. Must be of type and size already produced. Cannot be a developmental item. The contractor must have already produced a machine that is similar to type and size of these requirements. An exact match to these specifications is unlikely and not necessary. General Questions: Can I submit more than one proposal? Yes. You may submit, revise, or with draw any proposal prior to the end of the closing period on 8 September 2011. AMENDED Can I submit an alternate approach to meeting this storage need (i.e.-not a carousel)? Yes. As long as the alternate approach meets the restrictions above, it will be considered. Because this award will be based on a best value decision, a proposal alternate to the solution of a vertical carousel or vertical lift module must then be of a better overall value in order to win the contract. Can I do a site visit? A future "Industry Days" took place on 28 July 2011. Hill AFB cannot guarantee that another visit will be permitted. Contact the contracting officer if requesting a site visit.
