- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Requirements Contractor to provide a maintenance facility, labor, and or all parts necessary to complete replacement and reconditioning of existing systems as defined in the Specific Items section. All work requirements and functionality testing will be completed IAW California DMV registered watercraft, CA boating laws and boating maintenance industry standards. All vendors providing quotes based on this requirement must be currently certified as Evinrude repair technicians / facilities. All parts requested in this quote are to be brand new, never used. Inspection of the boat located at Moffett Field, CA prior to submitting a written quote can be scheduled by contacting Mr Jon Akins (925) 321-2127. Upon award of a written contract the customer will schedule and deliver to/receive from the contractor maintenance facility a 27 foot Boston Whaler and towing trailer to allow servicing and replacement of existing systems to be completed in a timely manner. Any item(s) found during servicing that are deemed outside the scope of the services and would increase the cost of the overall awarded contract must first be submitted to the contracting officer in writing for approval prior to completing any item that would increase the overall contract cost relating to services and or parts. Scope of Requirement 1 eachParts replacement and reconditioning of Boston Whaler, 27 foot, twin engine, without cabin, helm only style watercraft, VIN # BW09B734A898WB. Specific Items Replacement of existing engines (2 each) with engines that will meet or exceed 200 hp high output engines, P/N: E200HCXIN and P/N: E200DHXIN. To include all engine fitting and gaskets. Replacement / testing of all helm gauges, wiring and fuses, replace existing engine control and helm monitoring indicators, engine controls are P/N: 763856, 764122 and 764018. Inspect and recondition fuel storage supply systems to include fuel tank drain, purge, clean and inspection of 3 fuel tanks total, 2 each 50 gallon tanks and 1 each 150 gallon tank. Inspect and replace all existing fuel/oil line hoses, fittings and gaskets. Replace existing propellers with new stainless steel propellers that use appropriate pitch matching to industry standard best performance for this specific type / class of boat. Replace existing 2 each deep cell marine batteries with equal part types that can provide 880 cold crank amps. Replace existing Hydraulic steering system to include RAMS and linkage. Replace trim / tab actuators and controls. Replace all bumper stripping. Use best match to existing manufacturer bumper stripping now in use. Replace all latches, screws and fasteners related to deck fastening equipment items with stainless steel items. Perform corrosion control on all deck mounted metal objects / items that require sanding and or painting. Replace all existing zinc anodes with equal part types. Conditions and or Clauses The Contracting Officer will evaluate equal products and or services on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. The Government is not responsible for developing the comparison from insufficient information provided. All qualified sources may submit a response, which if timely received, will be considered by this agency. The Government does not intend to pay for information solicited. Information received after the established deadline shall not be considered. CCR Requirement - Company must be registered on Central Contractor Registration (CCR) before an award could be made to them. If company is not registered in CCR, they may do so by going to CCR web site at http://www.ccr.gov. In accordance with DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports, the contractor shall submit their payment request electronically using the Wide Area Workflow (WAWF).
