- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is TF-HPOD-11-0003 and is being issued as a Request for Quotations (RFQ) in conjunction with FAR Part 13, Simplified Acquisition Procedures. The solicitation document and incorporated provisions are those in effect through FAC 05-053. The North American Industry Classification System (NAICS) code is 541380 - Testing Laboratories. The Small Business Size Standard is $12.0M. This requirement is not set-aside for small businesses. The U.S. Environmental Protection Agency (EPA) National Enforcement Investigations Center (NEIC) has a requirement to renew its accreditation to demonstrate compliance with the ISO/IEC 17025:2005(E) international standard and supplemental forensic requirements in accordance with the attached Statement of Work (SOW) and Scope of Accreditation. These attachments can be found at the following website:http://www.epa.gov/oamhpod1/admin_placement/11tf003/index.htm. The Government anticipates issue of a firm-fixed-price (by line item) purchase order for this requirement. The anticipated period of performance for this requirement is for an initial 5 months (November 1, 2011 - March 31, 2012) and for four (4) one-year increments. The initial 5 month period is in order to allow for necessary lead time for the accreditation body to plan an on-site assessment, conduct it, prepare a report, conduct follow-up if any non-conformities are identified, and provide NEIC with a new accreditation certificate beginning April 1, 2012. Accreditation MUST be certified beginning April 1, 2012. Each accreditation must be good for one year starting April 1, 2012 - March 31, 2013 and have yearly options through March 31, 2016. Basis for Award: The Government will make award to the responsive, responsible firm, whose quotation is most advantageous to the Government at the lowest price technically acceptable. Instructions: FAR 52.212-1 "Instructions to Offerors - Commercial" applies to this acquisition. Offerors are to include a copy of FAR provision 52.212-3 "Offeror Representations and Certifications - Commercial Items" with their response. The following FAR clauses also apply: 52.212-4 "Contract Terms and Conditions - Commercial Items" and 52.212-5 "Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items", with the clauses cited below as being applicable. The aforementioned provisions and clauses can be accessed electronically at http://acquisition.gov/comp/far/index.html. Prospective sources are reminded that award can only be made to a contractor who is registered in the Central Contractor Registration (www.ccr.gov) database with an active Dun & Bradstreet number. Quote Submission: Prospective vendors must provide proof that they are able to accredit forensic science service providers (both field and laboratory operations) in the environmental forensics services in order to fulfill the supplemental requirements for these forensic operations. Offerors shall submit a firm-fixed-price quote (by line item) for issue of a Purchase Order. Vendors are encouraged to direct any questions by e-mail only to the Contract Specialist, Trina Fisher, at fisher.trina@epa.gov no later than September 12, 2011 at 2:00 pm EST. In addition, the FAR 52.212-3 representations and certifications shall be submitted.
