Description
The Bureau of Reclamation intends to award a requirement for a contractor to execute highly specialized concrete repair testing services where the contractor will execute requirements in conjunction with Government staff at either the Denver Federal Center, Denver, CO, and Fort Huachuca, Oxnard, CA. Services will be sporadic and temporary in nature. The period of performance will consist of a base period (12 months), and two option periods (12 months each.) The tentative objectives of any work effort are as follows: 1. To gain a better understanding of the transport mechanisms between repair materials and concrete substrates and the effects of the moisture state of the substrate on bond development; to develop a field method to evaluate quantitatively the actual moisture condition of concrete, which may allow for the determination of optimum conditions for a given concrete substrate 2. To evaluate this method in the laboratory and under field conditions to determine its reliability, applicability and performance characteristics. 3. To evaluate the effect of repair materials upon moisture conditioning of the substrate to achieve the optimum bond. 4. To issue recommendations for the optimum moisture conditioning of concrete substrates and identify the needs for future testing in this area. Contractor staff shall have sufficient experience to be considered expert(s) in the field of concrete repair demonstrated by performing high level state of the art concrete repair studies/testing. This includes the demonstrated experience, knowledge, and expertise in the areas of concrete repair and methods for measuring concrete repair performance, concrete quality and durability evaluations, concrete and deterioration mechanisms. In addition, previous work efforts shall have included technical and presentation writing as related to improving the performance of concrete repairs; participation and/or voting membership during the past 5 years in technical societies and committees including ACI, ASTM, and RILEM related to concrete repair; and have at least 20 published articles and/or papers that involve topics on concrete repairs and concrete repair materials. Any firm that believes it can execute the pending requirement is encouraged to obtain a copy of the Request for Proposal from the Contracting Officer. All contractors requesting a copy of the Request for Proposal within 7 calendar days of the expiration date of publication of the synopsis period will be forwarded a copy of the Request for Proposal. Please note that based on how Fed-Biz Ops posts a synopsis, the "Post Date" is the first day of the synopsis publication, and the "Original Response Date/Current Response Date" equates to the expiration date of the synopsis, not the due date of any proposal.
