- NOTICE OF INTENT TO AWARD SOLE SOURCE PROCUREMENT: Under the authority of FAR 6.302-1, it is the Government's intent to award a sole source service contract to the University of New Mexico (UNM) for Upgrading and Expanding the Continuous Water Quality Monitoring Network for the Middle Rio Grande (MRG), New Mexico. THIS IS NOT A FORMAL SOLICITATION. This synopsis is not considered a Request for Quotation or Proposal. No solicitation document is available, and telephone requests for a copy of the solicitation will not be honored. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. All responses received within 15 days will be considered. If no affirmative written response is received, the service contract will be awarded without further notice. A determination by the Government not to compete this proposed service contract is based upon the fact that the University of New Mexico is the contractor of record who developed and holds all proprietary historical data for this project for which the upgrade and expansion will be based on. The upgrade and expansion of the Continuous Water Quality Monitoring Network for the MRG cannot take place without the UNM's full involvement in this project. The Contractor for this project shall provide continued sampling and further analysis of existing data, expand the collection of water quality parameters, expand data collection and analysis to four new sites, and develop an enhanced data management system. The Contractor shall verify data using rigorous quality assurance and quality control procedures, and post verified data on the project website. Quarterly progress reports including project status updates will also be provided by the contractor. Detailed capabilities must be submitted to the following email address no later than 2:00pm (MST) 21 September 2011, to monique.m.chisholm@usace.army.mil.
