Description
Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the Mission Contracting Office (MCO-FB) intends to award a firm fixed price contract on a sole source basis to: American Science and Engineering (AS&E), Inc., 829 Middlesex turnpike, Billerica, MA 01821. THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITATION DOCUMENT IS AVAILABLE. 1. The Contractor shall furnish all labor, material, parts, tools, supervision, and transportation necessary to provide preventive maintenance and incidental repair services to the Omni View X-Ray Rail Inspection System, under the Directorate of Emergency Services (DES), Fort Bragg, North Carolina. All contract personnel/service technicians must be fully certified and trained in the maintenance and repair services on the Omni View X-Ray Rail Inspection System at contract start date. The Contractor shall provide services, in the form of Omni View Service and Maintenance for base year and four (4) 1-yr option periods. Unscheduled Service will be performed as necessary and two (2) major Preventive Maintenance Inspections (PMI) will be performed on each system per year. Preventive maintenance may be performed in conjunction with Unscheduled Service visits. The contractor will provide replacement parts (new or refurbished) as required on an exchange basis. Unless specifically stated X-RAY tubes are included. 2. The contractor will be given full access to the system at all times. Preventive Maintenance Inspections (1) will be performed during the contractor normal working hour; ( 2 ) will normally be scheduled in advance by mutual agreement; and (3) will consist of: (a) cleaning of the system as required, (b) completing minor operational and reliability engineering change and notices as required, (c) reviewing diagnostics and ensuring the system is operating to the manufacture standard's specification as required, and (d) calibrating and lubricating the system as required. Emergency repair service will be scheduled at time of service request and by mutual agreement. 3. American Science and Engineering, Inc. is the sole proprietary and Original Equipment Manufacturer (OEM) for the Omni View X-Ray Rail Inspection System. 4. Market research was conducted to identify other vendors that could provide repairs and maintenance to the Omni View X-Ray Rail Inspection System. There were no other vendors available that could provide this service as American Science and Engineering, Inc. has patented their technologies. 5. AS&E systems are highly complex electro-mechanical systems, which should only be AS&E Field Service Engineers (FSE) are put through an extensive training period prior to any field assignments. This extensive training enables AS&E FSEs the ability to effectively and safely troubleshoot and solve complex system problems, which may arise. AS&E FSEs are also continually retrained on existing systems, plus new product/system developments. AS&E systems contain high voltage ranging from 100kVolts to 6 Megaelectron Volts. Personnel who are not properly trained in servicing AS&E systems, may induce further damage to the system(s). Furthermore, individuals working on AS&E systems who are not properly trained and certified by AS&E, may void system or component warranties. 6.
