- Legal and Public Affairs Electronic Research Support The Office of General Counsel and the Office of Legislative and Public Affairs of the Defense Security Cooperation Agency (DSCA) require access to state-of-the-art electronic tools for research in law, regulation, policy, domestic and international media and business information. Legal. DSCA requires access to the decisions of all U.S. Federal courts and state courts, administrative decisions including rulings of the Government Accountability Office (GAO) and Comptroller General of the United States, all Boards of Contract Appeals, the Equal Employment Opportunity Commission (EEOC), Merit System Protection Board (MSPB), and Federal Labor Relations Authority (FLRA). DSCA requires access to: the United States Code (USC) with analysis (This may include the vendor's proprietary treatment of the U.S. Code), public laws and legislative history and tracking capabilities, the Congressional Record, Federal Register, and Code of Federal Regulations. DSCA requires access to U.S. treaties and international agreements and foreign law and legal sources. DSCA requires access to law reviews journals and analytical publications such as treatises in particular subject matters. Public Affairs. DSCA requires access to domestic and international news media in real time. Access required to all major city newpapers, national and international news magazines, blogs, etc. DSCA requires access to business information. Access. "Access" means the ability to retrieve, download, store, track, and update through on-line INTERNET based service all data described above. Access will be available through DSCA electronic systems to the vendor's data system and available 24/7. Access is required for 15 personnel, concurrent use. Vendor must make research assistance available on-line and telephonically. Access to date through mobile devices is also desired but not required. Currency. All data must be current and continually updated. Contract Period. DSCA contemplates entering into a contract for one base year of service and up to four option years.
