- The Department of Veterans Affairs, Veterans Integrated Service Network (VISN 3), James J. Peters VA Medical Center, Bronx New York, Network Contract Activity plans to solicit proposals for the purchase of a number of motorized stretchers and is currently seeking firms - Service Disabled Veteran Owned Small Business, Veteran Owned Small Business, Hubzone, 8(A) OR Small Business with the ability to provide "STRYKER POWER ZOOM MOTORIZED STRETCHERS OR SIMILAR ITEMS" for use within the medical center for the Northport VAMC located at 79 Middleville Road, Northport, NY 11768. This statement provides the basic and optional criteria that are required for these stretchers to be considered technically and clinically acceptable. 1. The required Motorized patient transport solution stretcher MUST have the following standard OR similar features: a.Thermoformed ABS base b.extra capacity storage tray c.700 lb weight capacity d.30" wide patient surface w/3" mattress e.< 21" low height Integrated utility tray f.Liter mounted oxygen bottle holder g.Integrated transfer board h.Power-washable 4-wheel central locking brake system with dual end activators Dual side-mounted foot control hydraulics w/uni-lower pedal Glideaway siderails i.4 integrated IV receptacles j.Integrated bumpers k.+/- Trendelenburg l.8" Omni Surface casters w/ integrated wheel covers m.Integrated foot end pull handles n.Pop Up Steering Handles (Head end) o.Retractable cord 2 p.year warranty q.No scale No Dual End r.Siderail Release s.2-Year parts, labor & travel t.Recovery Chair Position u.30" Transfer Board v.2 Stage Permanent Fold IV Pole - Head Rt. w.5" x 30" Pioneer Surface x.Footboard/Chartholder. 2. Motorized stretcher capabilities: a.The stretcher shall be capable of effortlessly transporting patients weighing up to 700 pounds utilizing electric and mechanical technology to facilitate patient and staff comfort and safety. The following characteristics describe what the PVAMC staff expects of their transport equipment b. The stretcher shall have fingertip controls accessible by the staff nurse to facilitate one person transport of patients awaiting or completing surgical procedures. c.The stretcher shall be able to travel fully equipped up a 10% grade with up to 700lbs of weight. d.The stretcher shall stop rolling, even on a downgrade of 10% or less if the trigger or activating device is not engaged providing safety and control to the handler and patient. e.Stretcher speeds shall be fully dependent on operator input/force on the push handles/button with drive engaged. The offeror shall install a mechanism to lockout motorized movement when attendants are not in the area. f.Stretchers shall possess a zero crank knee gatch lift reducing strain on shoulders. g.The stretcher shall provide a means for patient and/or the patient handler to control the fowler lift and knee lift mechanisms of the patient. h. Stretchers shall provide the nursing staff lock out controls to allow the staff to control movement and position of the patient for clinical purposes while turning off the patient controls 3. As this is a motorized stretcher, extended battery life is required. The following features insure that the battery sustains power during the most operationally busy times: a. With average use, the battery shall last no less than 2 eight hour shifts and ideally permit continual usage for at least 3 eight hour shifts. Offerors shall identify the timeframe a battery will last when run continuously. b. The stretcher shall have either a retractable cord or cord storage area within the base of the stretcher to facilitate recharging the battery during non-operational hours. c. There shall be an automatically turn off switch that inactivates the battery after a period of inactivity. The Offeror shall designate in their technical proposal the period of inactivity necessary to inactivate the battery and any additional features that would allow the PVAMC staff to adjust the inactivity prior to the battery automatically shutting off. This notice of intent is not a request for competitive proposals. Parties may identify their interest, accompanied by supporting information, to the contracting specialist no later than Friday September 9, 2011 at 3:00PM. Information received will be for the purpose of determining whether or not to conduct a competitive procurement. The determination to conduct a competitive procurement based on the responses to this notice is solely within the discretion of the Bronx NY VA Medical Center contract specialist.
