- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (6) Statement of Objectives (SOO): 1.0 Background: Army Reserve Communications (ARC) is the single, consolidated communications organization for the United States Army Reserve (USAR). The Government Relation (GR) branch is a sub-component of ARC. The mission of the Legislative Liaisons (LL) assigned to the GR branch is to develop and execute the Army Reserve government relations and legislative program to effectively inform key external and internal audiences about the Army Reserve, in order to enhance their understanding and positively impact Army Reserve resources, Soldier strength, and public support. 2.0 Scope: ARC-LL requires access to services that provide web-based access to various legislative related information and data. This information is intended to significantly enhance ARC-LL's ability to prepare Senior Army Reserve leaders for various engagements with members of Congress and their key staff members on issues pertinent to the Army Reserve. This translates to positive support from members of Congress on issues and policies important to the Army Reserve and the Nation. 3.0 Requirements: ARC-LL requires a subscription to services that shall provide web-based data access to information critical to preparing Senior Army Reserve Leadership for various engagements with members of Congress, to include, office calls, staffer meetings, and congressional hearings. This includes information about the members of Congress, to include their committee memberships regarding their positions on issues pertinent to the Army Reserve. The information and data required includes, but not limited to: Information and analysis of pending legislation and bills Floor vote information Custom lists & Custom E-mail/Mobile alerts Member profiles & committee rosters Daily news and analysis of the House, Senate and the various committees Committee and sub-committee schedules Senate and House action reports Profiles of members of Congress to include past voting records, bill sponsorship, speeches, committee assignments, and other pertinent information.
