Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Synopsis: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W9127N-11-R-0030 and is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-23. The associated North American Industrial Classification System (NAICS) code for this procurement is 511210 with a small business size standard of $25,000,000. This procurement action is 100% Set-Aside for Small Business. The United States Army Corps of Engineers (USACE), Portland District, anticipates awarding a firm-fixed price contract with options as applicable. The contractor is to provide a commercial off the shelf (COTS) software application to support the USACE and the associated Districts in managing its compliance tracking processes via an interactive CMS application, specifically configured to serve USACE's need to develop a strong compliance program. The COTS application must be a functioning, populated, fully configured reliability standards compliance tracking tool. All deliverables shall be in accordance with the following Statement of Work (SOW): Attachment I, SOW, U.S. Army Corps of Engineers Bulk Power System Reliability Compliance Management Software. Delivery period for this contract is estimated at 10/31/2011. Attachment II: Clauses and Provisions Provision 52.212-1, Instructions to offerors (Commercial Items), applies to this acquisition and is incorporated by reference. Addenda to FAR 52.212-1 are listed in Attachment II of this Solicitation. Provision 52.212-2, Evaluation (Commercial Items), applies to this acquisition and is incorporated by full text. Addenda to FAR 52.212-2 are listed in Attachment II of this Solicitation. Provision 52.212-3, Offeror Representations and Certifications (Commercial Items), applies to this acquisition and is incorporated by full text. Offerors shall include a completed copy of the provision 52.212-3 with offers. Clause 52.212-4, Contract Terms and Conditions (Commercial Items), applies to this acquisition and is incorporated by reference. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders (Commercial Items), applies to this acquisition and is incorporated by full text. Additional FAR clauses cited in the clause are applicable to the acquisition and are incorporated in this contract by reference. Attachment III: Past Performance Evaluation Document In addition to the requirements listed in FAR Part 52.212-1 (b) (10), Contractors shall include three references, utilizing the Past Performance Evaluation Document. Attachment IV: Price Schedule. Offerors shall submit its proposal via email to the following address: Alana.chun@usace.army.mil. If not emailed, proposals may be mailed to: USACE, Portland District Contracting Office, 333 SW First Avenue, Portland, OR 97204-3495. No facsimile offers will be accepted. Proposals shall include the solicitation number on all submissions. Proposals shall be submitted on or before 16 September 2011 at 14:00 Pacific Standard Time. It is each offeror's responsibility to ensure the proposal (in total) is received no later than 14:00 Pacific Standard Time on the due date of 16 September, 2011. Offerors are hereby notified that proposals not received by the date and time specified in this announcement will not be considered.
