Description
This acquisition will be processed under FAR Part 12 - Acquisitions for Commercial Items and will be made pursuant to the authority of Far 13/105-1(b)(1) to use Simplified Acquisitions procedure for commercial items. This is a notice of Intent for commercial items. This announcement constitutes the only solicitation; quotations are not being requested and a written solicitation will not be issued. The solicitation for this acquisition is NIH-OLAO-OD5-NO2221004 and is being issued as a Notice of Intent, under the authority of FAR Subpart 6.302-1, 10 U.S.C. 2304 (c)(1). Only one responsible source and no other supplies or services will satisfy agency requirements. The anticipated award date is September 16, 2011. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a small business set-aside. The associated North American Industry Classification System (NAICS) Code 334516, which has a standard of 500 employees. The National Institutes of Health, Office of the Director, Office of Logistics and Acquisitions Operations, on the behalf of the National Institute of General Medical Sciences, intends to procure on a sole source basis from Li-Cor Biosciences, Li-Cor Biosciences is the only company with a patent on this design, an Odyssey Infrared Imaging System, a multi-application and 25cm x 25 cm scan surface. This imaging system utilizes a patented direct-detection system that utilizes two, separate solid state lasers to detect infrared dye-labeled conjugates and near infrared stains. The Infrared System consists of the following: Item/Description/Quantity (1) Simultaneous, two-channel detection must be possible for multiplex sample analysis and/or normalization; (2) For each channel a dedicated and optimized laser and detection system must be provided; (3) Two Infrared, solid stated diode lasers emitting at 685 nm + 5 nm and 785 nm + 5 nm, respectively must be in the means of excitation of the fluorescent labels; (4) Detection system must be based on single point detection by cooled Avalanche Photodiodes (ADPs) to ensure high quantum efficiency of the dingle detected; (5) Laser lifetime must exceed 40,000 hours of operation time before failure; (6) Detection of fluorescent dyes must be in the (710 nm - 730 nm) to (810 nm - 830 nm) ranges; (7) Linear dynamic range of the detection system must be at least 5 orders of magnitude; (8) Laser/Microscope must be integrated into a precision scanning mechanism capable of scanning at resolutions of 21 - 337 µm; (8) System Implementation and Training; and (9) Annual support. This notice of intent is not a request for competitive quotations; however, the Government will consider responses submitted. Responses must be submitted no later than 5:00pm Eastern Standard Time (EST), September 12, 2011 to Mrs. Roshawn Majors. For delivery through the Postal Service, the address is NIH/OD/OLAO/OA Simplified Acquisitions Branch- Branch 5, 6011 Executive Blvd, Suite 529K, MSC 7663, Rockville, MD 20852. Electronic Submission will not be accepted. All information furnished must be in writing and must contain sufficient detail to allow the government to determine if it can meet the above specifications described herein. A determination by the Government not to compete the proposed acquisition based upon responses to the notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
