- Charter of Commerical Two (2) Longline Fishing Vessels This is a combined synopsis. The Department of Commerce (DOC), National Marine Fisheries Service (NMFS) has a requirement to acquire the necessary long line vessels with equipment, captain and crew; fuel, bait food and berthing accommodation equal to that of the crew for one Fishery Observer and all other material necessary to complete the Statement of Work (Attachment A). The Contractor shall provide two (2) vessels to conduct up to a total of 94 pelagic long line sets in the Northern Gulf in 2011 and 2012. The fishing period will be from March through June, 2012. The exact number of sets will be dependent upon funding, weather and Government policy as relates to observer coverage of the fishery. Vessels shall fish with industry standard gear utilizing the experimental hook on every other leader. There shall be three or five hooks between floats with float line lengths approximately 10 fathoms and leaders approximately 30 fathoms. Leaders shall be constructed from 1.8-2.0 mm, 300-500 lb. test monofilament. Leaders shall have an 8/0 swivel attached 30 ft. above the hook and shall have special markings at the snap to differentiate experimental from control hooks. Vessels shall deploy a minimum of 400 hooks per set (experimental and control hooks combined). Vessels must conform to existing Federal fishing regulations requiring sea turtle mitigation tools. PRICING SCHEDULE The Contractor shall provide two vessels to conduct up to a total of 94 pelagic long line sets in the Northern Gulf in 2011 and 2012. Department of Labor (DOL) Wage Determination No. 98-0298 (Rev. 13) dated 11/08/2010 (Attachment B) is incorporated. CLIN QUANTITY UNIT PRICE AMOUNT Provide two vessels to conduct 94 EACH _______ ________ pelagic long line sets in the Northern Gulf in 2011 and 2012 2. 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) (a) This is a best value, competitive requirement. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government reserves the right to award to other than the lowest priced offeror or to the offeror with the highest technical score if the Contracting Officer determines that to do so would result in the best value to the Government. The following factors, which are listed in descending order of importance, shall be used to evaluate offers: The following Technical Factors when combined are slightly more important than price. 1. Key Personnel - The Captain's experience and success rate fishing in the Northeastern Gulf of Mexico for Yellowfin Tuna. A quote shall include information that demonstrates the extent of experience of the proposed Captain in performing the work described in the Statement of Work. The Government will consider offers providing more experienced Captains more favorably than those which offer lesser experienced Captains. The offer shall include a copy of the logbook data that illustrates the number of fishing trips having a duration of ten days or more and states the number of Yellowfin Tuna's caught per trip. The quote shall provide confirmation of the Captain's fluency in English and preferably Vietnamese. The evaluation of this factor will be based on the individuals proposed as key personnel who will be responsible for fulfilling this requirement as evidenced by submitted resumes, education, logbook data illustrating experience of Captain, previous experience in similar requirements, references, etc. The government will evaluate the level of expertise as it relates to the requirements listed in the Statement of Work. 2. Vessel Equipment and Condition - An offer shall include detailed specifications of the vessel/vessels, its equipment and condition offered along with information that demonstrates it meets the requirements in the Statement of Work. Evaluation of this factor will be based on the information proposed as it relates to the requirements in the Statement of Work. 3. Past Performance - The offer shall include information that demonstrates the research and fishing as set forth in the statement of work. The offer shall include a list of recent and relevant contracts for the same or similar items and other references including contract numbers, point of contract with telephone numbers, email addresses if applicable, and other relevant information. Evaluation of this factor will be based on review of the permits and landing data, and U.S. Coast Guard vessel documentation submitted with the offer; and information provided by references as it relates to customer satisfaction, quality and timeliness. (b) The Government intends to award a single contract. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item, unless the offeror specifies otherwise in the offer. (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. 3. SUBMISSION OF OFFERS Offerors are to provide the following to be considered for award: 1. Completed Schedule of Prices - 1 copy; 2. All information requested in CAR Clause 52.212-2 (1 original); 3.
