Description
Solicitation Number: DTNH22-11-R-00508 / (PR 11-00736) Synopsis: This is a Pre-Solicitation notice (synopsis) for a full and open competitive procurement in accordance with FAR Part 5.203; to provide notice of the Government's proposed contract action listed herein. The National Highway Traffic Safety Administration (NHTSA) (an operating administration of the United States Department of Transportation) is responsible for reducing the number of injuries and deaths on the highways resulting from vehicle crashes. In support of this mission, the NHTSA issues contracts for conduct of large scale surveys to determine the degree to which vehicle operators and passengers use occupant protection devices. Those surveys include, but are not limited to: • The National Occupant Protection Use Survey (NOPUS), • The National Survey of the Use of Booster Seats (NSUBS), and • The Seat Belt Use by Commercial Motor Vehicle Drivers (SBUCMVD) survey. Background: The NOPUS is the vehicle through which the Agency tracks progress in restraint use (namely, safety belt use, child restraint use, and motorcycle helmet use) and estimates the use of cell phones by drivers. In addition to providing the Agency's official estimates in these subject areas, the survey provides information on who is using restraints and in what circumstances, which is in turn used to target the Agency's occupant protection outreach programs where they are most needed. The purpose of the NSUBS is to produce the Agency's first estimates of booster seat use and to better inform the Agency on the extent to which children are in the proper type of child safety seat for their size. In addition to providing the Agency's official estimates in these areas, the survey's detailed results will help the Agency target its child occupant protection outreach programs where they are most needed. The SBUCMVD provides the Federal Motor Carrier Service Administration (FMCSA) official estimates of safety belt use by drivers of large trucks and helps NHTSA target its occupant protection outreach programs where they are most needed. Purpose: NHTSA's objective is to receive professional services in support of all 3 (NOPUS, NSUBS, and SBUCMVD) national surveys. Solicitation Information: The Government contemplates that a Time and Material type Contract with a period of performance not to exceed sixty (60) months will be awarded. The forthcoming solicitation and any related documents to this procurement will only be available electronically for download at https://www.fedbizopps.gov referenced by the solicitation number (DTNH22- 11-R-00508 ). The anticipated issuance date of the forthcoming solicitation is on or about October 31, 2011. However, it is the Offeror's sole responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential Offerors will also be solely responsible for downloading their own copy of the solicitation and amendments (if any), as well as other related documents.
