- This Request for Information (RFI)/ Sources Sought Notice is for planning purposes only and shall not be construed as a solicitation or as an obligation on the part of The US Army Operational Test Command (USAOTC). The purpose of this Notice is to identify potential 8 (a) contractors who may be interested and capable of performing the work described herein. The USAOTC welcomes Corporate Capability Statements and Rough Order of Magnitude (ROM) estimates from all eligible 8 (a) participants. USAOTC does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted or USAOTC's use of such information. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of USAOTC's evaluation of the information received. As a result of this Notice, the Government may issue a Request for Proposal (RFP). Should such a requirement fail to materialize, no basis for claims against the Government shall arise as a result of a response to this Notice. Scope: The purpose of this notice is to seek possible contractors capable of providing specific test technology support to ATEC in support of Army and Joint operational tests, experiments, and operational assessments of complex, net-centric systems-of-systems (e.g. Network Integration Events) planned for fielding. The contract type will be Cost Plus Fixed Fee. The North American Industry Classification System (NAICS) code is 541330, Engineering Services, with a size standard of $27 m. The scope of this acquisition is to provide advisory assistance professional services and engineering and technical support services in support of the various operational test and evaluation activities. These activities include but are not limited to the consolidation of integration and development activities for instrumentation, simulation, test control, and data management/analysis; operational test execution; test planning, rehearsal and technical preparation. The contractor shall also provide simulation and data management products that meet ATEC standards of technical structure and documentation and, ensure the products integrate with ATEC's defined common instrumentation products, and implement efficiencies and quality assurance in system development and sustainment. The US Army Operational Test Command (USAOTC) is the primary organization the contractor shall support. However, the contractor may also provide support to DoD organizations outside USAOTC for work related to the USAOTC mission. Background: The United States Army Test and Evaluation Command (ATEC) conducts operational tests, experiments, and operational assessments of complex, net-centric systems-of-systems (e.g. Network Integration Events) planned for fielding. The planning and technical preparation for testing such systems is often extensive. The prospective Test Technology Support contractor will provide expertise required to support Army personnel in planning and conducting tests, experiments and operational assessments of Joint and Army systems. The TTC began as a requirement to provide expertise for the planning and preparations of the OT of Future Combat Systems (FCS), now the Network Integration Event(s) (NIE). Mission: The USAOTC plans, conducts and reports independent operational tests, assessments and experiments of Army materiel and information mission area systems in order to provide essential information for the acquisition and fielding of Warfighting systems. This includes planning and conducting joint and multi-service tests, reporting on system operational effectiveness and suitability, planning and conducting force development tests in support of the Army combat development process, performing field experiments and evaluating technology demonstrations in support of the technology base, and supporting the Army's digitization efforts. USAOTC supports the Army materiel acquisition process by managing the user testing program and conducting operational testing to support continuous comprehensive evaluation. In addition, USAOTC deploys Forward Operation Assessment teams to collect data and provide essential information to Army leadership acquisition decision makers and the Warfighter on selected systems. Respondents are advised to pay close attention to ATEC Policy Bulletin 2-11, Organization Conflicts of Interest (OCI Involving Contractors in Support of ATEC Test and Evaluation (T&E). Any interested 8(a) participants should submit a Corporate Capability Statement which demonstrates the firm's ability and interest in meeting the requirements described above, a ROM estimate based on the Historical Level of Effort provided on the AMSCA Website and Fed Biz Ops and any other market information deemed necessary. All proprietary information should be marked as such. All respondents are asked to indicate its 8 (a) eligibility in their response. Interested contractors shall respond to this RFI no later than 30 calendar days from date of posting. Per FAR 15.201 (c) Interested offerors may provide feedback on acquisition strategy, including proposed contract type deemed most appropriate for this requirement, manufacturing lead time.
