- The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA intends to enter into negotiations on an other than full and open competition basis in accordance with FAR 6.302 with BAE Systems to provide delivery and fielding of Intelligence Exploitation and Targeting Systems (IETS) based upon or derived from the Common Geo-positioning Services (CGS) package of software and related hardware components of Distributed Common Ground Station (DCGS) systems and similar service-based National Geo-spatial Intelligence Agency (NGA) systems. The contractor shall perform technical studies and review capabilities and requirements that support the definition of requirements and capabilities for future CGS-based IET systems and implementations. Included will be the execution of management, scheduling, planning, monitoring and reporting functions normally associated with CGS Project (CGSP) objectives and Service Program requirements. The CGSP has provided the core software and system capabilities required for precision geo-location, image exploitation, precise target point mensuration, and targeting product generation for intelligence personnel in operational units and Joint Task Force (JTF) command centers. This is a follow-on contract action that will continue delivery of IETS components under multiple task orders. Tasks to be performed through orders issued under the contract will address systems engineering and design, software engineering and design, development, integration, testing, training, and field installation activities. Computer software and system products delivered will be used to support the continued fielding of Distributed Common Ground System (DCGS) IET components by respective Programs in the Navy (DCGS-N), Air Force (DCGS-AF), and Army (DCGS-A). CGS is also used in Intelligence, Surveillance, Reconnaissance and Targeting (ISR&T) systems that are deployed by NAVAIR PMA-281 and the National Geo-spatial Intelligence Agency (NGA). The NAWCWD CGSP Team has managed the development, testing, validation and deployment of CGS-based IETS since 2004. The CGSP has been supported by the Distributed Common Ground System, Navy (DCGS-N) Program under the direction of the Program Executive Office for Command, Control, Communications, Computers and Intelligence (PEO (C4I)), the DCGS Air Force (DCGS-AF) Program under the direction of the Electronic Systems Command (ESC), the US Air Force Air Combat Command (ACC), the Air Operations Center (AOC) Weapon System Program, and Coalition Component Commands. A cost plus fixed fee indefinite delivery, indefinite quantity type contract is contemplated with a period of performance of two years. Total estimated level of effort is 75,000 hours. Award will be made on or about 30 Dec 2011. Systems and software (including source code) developed and delivered under the contract will become property of the US Government and will be provided without any restricted rights or proprietary information restrictions. The request for proposal will be posted at the Navy Electronic Commerce Website at http://WWW.neco.navy.mil on or before 2 October, 2011. This notice is not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal which shall be considered by the agency no later than 15 days after the date of publication of this notice. The written response shall clearly show the firms capability, background, experience and assets necessary to perform the required work without compromising the quality, accuracy, reliability and delivery of the products to the war fighter, and be submitted by e-mail to Tara.Brandt@navy.mil.
