- The Naval Air Systems Command, Support and Commercial Derivative Aircraft (PMA-207), Patuxent River, MD 20670-1627 is issuing this Request for Information (RFI) to determine interest and capability of potential sources for the integration, installation, test and support of a third AN/ALE-47 Counter Measures Dispenser into the United States Marine Corps UC-12W aircraft. The United States Marine Corp's (U.S.M.C.) designated the UC-12W aircraft is a King Air 350 aircraft that is produced for quick transport of high priority personnel, cargo, supplies, and special mission needs into and inside Theater's of Operation. The aircraft is equipped with an Aircraft Survivability Equipment (ASE) suite consisting of an AN/AAR-47 Missile Approach Warning System and an AN/ALE-47 Counter Measures Dispenser System with two dispenser/magazine assemblies to provide for survivability while conducting missions in hostile areas. The requirement has been substantiated for the enhanced survivability that would result from a third AN/ALE-47 dispenser/magazine assembly. The third AN/ALE-47 dispenser/magazine assembly shall integrate into the U.S.M.C. UC-12W aircraft and shall be incorporated into the existing AN/ALE-47 Counter Measures Dispenser System. The Government provides as Government Furnished Equipment (GFE) all ASE suite/Advanced Electronic Warfare (EW) Infrared (IR) Countermeasure system equipment and components including all required AN/ALE-47 dispenser/magazine assemblies. This is a market survey for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. This is not a commitment to fund any effort submitted in response to this request. The Government will not reimburse any costs associated with the development and submission of materials in response to this request.The Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited. The Government intends to utilize the information provided only for the purpose of developing an acquisition strategy. REQUIREMENTS: The focus of this sources sought synopsis is the integration and prototyping of the third AN/ALE-47 dispenser/magazine assembly into the existing UC-12W and AN/ALE-47 Counter Measures Dispenser System design increasing the effectiveness of the ASE system. This aircraft modification will occur on the entire U.S.M.C.fleet of UC-12W aircraft, which currently stands at six (6) aircraft. Respondents to this Sources Sought shall describe their ability to provide the engineering and technical services necessary to design, prototype, test and generate test documention for the incorporation of a third AN/ALE-47 dispenser/magazine assembly at a location on the center line of the belly of the aircraft forward of the main spar. Design considerations shall include 1. A flare solution with extended landing gear. Government shall provide results of safe-separation test results as required 2.Dispenser structural considerations for the countermeasures dispenser and backup structure to account for setback loads imparted by the dispense of single shot or multiple shot loads. 3. Installation of a second ASE sequencer for actuation of the third dispenser. 4. Integration of third dispenser into the airframe so as to reduce aerodynamic impacts to the maximum extent possible. 5. Suitable covers/blank off plate, structural and electrical interfaces developed to allow flight without the dispenser being installed in the aircraft. Respondents to this Sources Sought shall describe their ability to provide for the installation of the third AN/ALE-47 dispenser/magazine assembly design into each of six (6) remaining U.S.M.C. UC-12W aircraft. Details of this capability shall include descriptions of facilities, tooling, fabrication and procurement of the materials, parts and ancillary equipment that could be necessary to effect the installation of the third AN/ALE-47 dispenser/magazine assemblies into the aircraft. However, should such a requirement materialize, no basis for claims against NAVAIR shall arise as a result of a response to this Sources Sought notice or NAVAIR's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement.
