Description
THIS IS NOT A REQUEST FOR PROPOSAL. THE GOVERNMENT IS SEEKING INFORMATION FOR MARKET RESEARCH PURPOSES ONLY. The Department of Veterans Affairs, VA Western New York Healthcare System (VAWNYHS), 3495 Bailey Avenue, Buffalo, NY 14215 and 222 Richmond Avenue, Batavia, NY 14202 is conducting market research for the following socio-economic categories: (Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Women Owned Small Business (WOSB), Historically Underutilized Business Zone (HUBZone) Business, Small Disadvantage Business (SDB) and Small Business that can provide Architect/Engineer Services for an Indefinite Delivery Indefinite Quantity(IDIQ) contract with the VAWNYHS. The NAICS Code is 541310 Architectural Services; Size Standard: $4.5 Million. This is not a solicitation. This is market research for informational purposes only. Do not submit proposals for this Request for Information. A determination will be made on whether or not this procurement can be set aside for small business or solicited on an unrestricted basis. The market research will help the government determine whether one of the small business socio-economic categories listed above will be used on a set-aside basis depending upon results received from this notice. The intent of the procurement will be to award an IDIQ contract to multiple qualified firms in which the VAWNYHS will issues task order(s) against the contract. Task order(s) will be projects that will vary in size and scope depending on the needs and funding of the VAWNYHS. In general the projects will fall into the following categories: A.Infrastructure improvement and replacements such as, plumbing systems, electrical systems, road repairs, roof replacements etc. B.Renovation of business occupancies, outpatient clinical areas and diagnostic/testing areas which involve some knowledge of hospital infrastructure and equipment however not to the level of a ward renovation or critical area such as OR/ER. C.Renovation of inpatient areas, Operating rooms/suites, Emergency Rooms and other areas of equal complexity. These areas require significant knowledge of hospital infrastructure and equipment as well as design and construction aspects that are unique to the area. Project specific scope of work may include, but is not limited to the following overview of requirements, a.Consultation and discussion with VA staff to establish Design Basis for each project. b.Conduct thorough field surveys of existing conditions for each project and provide calculations for all equipment selections. c.Prepare design documents and specifications. d.Development of a detailed independent estimate to verify the government budget estimate for each project.. e. Provide detailed calculations complete with back up documentation for all MEP designs including: a.HVAC System Design b.Plumbing Design c.Fire Protection Design d.Electrical System Design f. Provide the services of an Environmental Engineer to evaluate existing conditions and provide a report of their findings and a design to remediate any items found deficient. Special consideration should be given to lead paint, asbestos assessment, abatement, and the impact of construction activities on surrounding areas. g. Attend construction meetings and provide meeting minutes. h. Review and comment on all project submittals and requests for information within 7 days of receipt from the VA. i. Conduct site visits at the request of the VAWNYHS and generate a field report of findings on the status of construction versus the schedule. Firms must be either located within 100 mile radius of the Buffalo or Batavia locations (refer to addresses above). Any pre-solicitation published as a result of this market survey will be synopsized and posted at www.fbo.gov. Interested firms should provide the following information: 1) Socio-economic category, i.e. SDVOSB; 2) CVE Certification where appropriate, 3) a short narrative on company to include at a minimum: a) number of years as an A/E firm; b) short narrative on how firm plans to accommodate meetings/site visits; c) a detailed description (including size, scope, and dollar value of the firm's experience with similar projects as outlined in para. 3, A, B & C above; d) name and address of your firm; e) DUNS Number; and f) name and phone number of a point of contact in case further information is needed.
