Description
The Bureau of Reclamation, Acquisition Operations Group, Denver, Colorado, intends to award on a sole-source basis to Centre for Energy Advancement through Technological Innovation (CEATI), International, 1010 Rue Sherbrooke O Bureau 2500, Montreal, QC H3A 2R7. The requirement is for participation in a HPLIG technical research study resulting in reports on software program on the "Operation of Hydro Generators with Bypassed Stator Cores." Because of the specificity of the study and confidential nature of the information provided in these reports, only contributing CEATI members are able to review the information provided and receive the hard copy reports and software with the following requirements: a) A comprehensive overview and detailed technical guide for use by hydro plant managers in operating units with cut out coils in a safe and reliable manner. b) A guide outlining the basis for calculating the consequences of removing coils such that the appropriate number and phase from which coils should be removed can be determined, possibly including healthy coils from other parallels or phases. c) A guide detailing the method to estimate or predict the largest generator circuit current at unity power factor that results from the removal of coil(s) or circuit(s); i.e. to identify the parallel with the largest circulating current at rated voltage and no load. d) A ready-to-publish report on the results of the investigation. e) A PowerPoint presentation. f) Develop and publish software tools to support coil bypass decisions. Competition is restricted to only one source per FAR 13.103-1(b)(1). This procurement will be awarded using FAR Part 12 Commercial Item procedures with an intended period of performance of 12 months. Anticipated award date is September 15, 2011. All responsible sources may submit a capability statement or proposal by 12:00 pm MST, September 6, 2011, which shall be considered by the agency.
