- AG-4532-S-11-0003 PWS AG-4532-S-11-0003 Solicitation Clauses AG-4532-S-11-0003 DESCRIPTION: This is a combined synopsis/solicitation for Grazing Management Technology Development and Training Support in accordance with the Federal Acquisition Regulation (FAR) Parts 12 and 13. This announcement constitutes the only solicitation; technical and price proposals are being requested; no further written solicitation will be issued. The United States Department of Agriculture, (USDA) North Carolina Natural Resources Conservation Service (NRCS) intends to acquire Grazing Management Technology Development and Training Support services. The applicable NAICS Code is 541690. The Size Standard dollar amount is $7 million, average annual receipts. This solicitation is 100% set aside for small business. The United States Department of Agriculture, North Carolina Natural Resources Conservation Service will issue only one award. This contract is for one (1) base year and three (3) one-year option periods. The total estimated program value over the four year period is a maximum $400,000. The North Carolina Natural Resources Conservation Service cannot guarantee the total amount of work to be assigned under any proposed contract. The amount of work will vary according to NRCS needs and available funding. The Contractor selected may be required to perform services at locations anywhere in the State of North Carolina. The minimum guarantee this IDIQ will be $500, which is expected to be met upon the issuance of the first task order. Task orders will be firm fixed price and will be subject to the successful negotiation of price and performance time. All work shall be performed to USDA specifications, and the data provided in USDA specified formats. The Statement of Work contains detailed requirements. Project Instructions will be issued to tailor specifications for each task order. Potential contractors are encouraged to review the Statement of Work for additional information before responding to this announcement. The Statement of Work is attached to this synopsis. SELECTION CRITERIA: The technical proposal must present sufficient information to reflect a thorough understanding of the requirements and a detailed, description of the techniques, procedures and program for achieving the objectives of the specifications/statement of work. Proposals which merely paraphrase the requirements of the Government's specifications/statement of work, or use such phrases as "will comply" or "standard techniques will be employed" will be considered unacceptable and will not be considered further. To be considered technically acceptable, the offeror must demonstrate a clear understanding of all requirements and demonstrate that, as a contractor, their proposed personnel have the education and technical expertise in Grazing Management Technology Development and Training Support required by the Performance Work Statement. Specific proposal instructions are contained in the attached solicitation documentation. The Evaluation criteria (listed in descending order of importance) are as follows: (1) Technical Capability; (2) Past Performance; and (3) Price. All interested contractors must be actively registered in the Central Contractor Registration (CCR) at the CCR website (www.ccr.gov). SUBMISSION: All responsible sources may submit a response for consideration by USDA. Offerors shall submit their proposal(s) in the following format and the quantities specified: (a) 1 copy of the completed, signed offer (Sections A through K of the solicitation package), including the business/cost proposal (b) 1 copy of the technical proposal The preferred method of submission is via e-mail, but this proposal may be submitted by either fax or e-mail. Proposals may be faxed to 919-873-2146 or e-mailed to the Contracting Officer at Lizabeth.Kuhaneck@nc.usda.gov. E-mail submissions shall consist of one file for the technical proposal and a separate file for the business/cost proposal (but they may be submitted within the same e-mail message). All questions must be directed to the Contracting Officer by e-mail at Lizabeth.Kuhaneck@nc.usda.gov or fax at 919-873-2146. No questions will be accepted or further details given by telephone. Proposals are due no later than 5:00 pm Eastern time, September 21, 2011.
