The existing pumps are insufficient in number and/orrequire replacement of the turbomolecular pump stage for continued operation due to theage, upkeep costs, and degraded performance of existing pumps. The requirement calls fortwo 70-80 liter/second turbomolecular drag hybrid pumps with associated turbocontrollersand two 250-300 liter/second turbomolecular drag hybrid pumps with associatedturbocontrollers and for one of the pumps a piston-style backing pump is required aswell. For each pump speed required, one must be ISO-K style and one must be CF-F stylevacuum coupling to match existing chamber dimensions. The full system 300 liter/secondpump is required to support the capability for unvalved operation in the second GoddardBreadboard (GB2) of the Mars Organic Molecule Analyzer Mass Spectrometer (MOMA-MS). Theother pumps are required on other mass spectrometer testbeds. The 80 liter/second ISO-Kpump is actually replacing one currently on the system that was borrowed and must beimmediately returned to its owner for near-term operations. Pressure gauges to coverthree vacuum systems plus two 6-fold controller/displays are required to monitor thepressure. The pumps must all be drop-in compatible with existing hardware and controlsalready developed at NASAs expense, all of which rely on Pfeiffer Vacuum Inc. pumpingsystems and gauges. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to GENIA BURTON-PENDERGAST at Rogenia.M.Burton-Penderga@nasa.gov or byfax to 301-286-5373 (email preferred), not later than 4:30 p.m. Eastern Standard Time onSeptember 16, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications ARE NOT acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
