- The Department of Veterans Affairs, Rocky Mountain Network Contracting (RMNC), 4100 East Mississippi Ave, Ste 900, Glendale, CO 80246 intends to negotiate a sole source procurement pursuant to Public Law 109-461, a.k.a. Veterans First Act, with Dare-Case Contracting Services LLC. (Dare-Case), 1101 Walnut St., Fruita, CO 81521 for the installation of systems and items that will allow the Pharmacy Service at the Grand Junction, CO VA Medical Center (GJ VAMC)to occupy a recently added area to Building 22 Warehouse. The existing HVAC system of the cache will be updated by installing additional ductwork and replacing the HVAC unit with an appropriately sized DX/steam coil fan unit. A new DX pad mounted condensing unit shall be sized for the combined space. The existing foyer shall be removed with a new foyer being located at the recently installed entrance door. A 10' x 10' electrically controlled roll up overhead door shall be installed in the designated opening. The existing fire sprinkler and alarm systems will be extended to provide fire protection in the recently constructed space. Intrusion surveillance shall be provided. Security provisions include deadbolts, locksets, intrusion alarms and overhead door interlocks. Vendor shall be furnishing and installing warehouse grade shelving system. The vendor shall furnish for the duration of construction with all utility connections for heating/cooling, a securable storage trailer. The NAICS Code 236220 applies to this procurement. The VA has the unique statutory authority to sole source to SDVOSB's per VAAR 819.7007, and under statute 38 U.S.C. § 8127(c) and Public Law 109-461. According to the above referenced laws, contracting officers may use other than competitive procedures (including sole source awards) for contracts to SDVOSBs and VOSBs where the anticipated award price will exceed the Simplified Acquisition Procedures threshold but not to exceed $5,000,000 (including options). Each related award must be made to a responsible SDVOSB or VOSB at a fair and reasonable price as determined by the contracting officer. Dare-Case has a history of producing proposals and completing construction projects at or below the IGCE, as well as providing the VA with superior quality. No solicitation document is available and telephone requests will not be honored. This notice of intent is not a request for competitive quotes.
